ONCE A THIEF...
A suspected car thief is facing multiple
charges after he was apprehended following a
vehicle and foot pursuit on October 29.
When officers caught up to Owasso man
Harley Campbell, 41, they found drugs, stolen
credit cards, and tools in his possession.
According to reports, officers were dispatched to a Best Buy because employees
saw Campbell and identified him as someone who had shoplifted from the store the
prior week. When they arrived at the location,
Campbell drove off in a gray truck. Owasso
dispatch advised that the truck had been reported stolen out of Tulsa County.
Officers chased after Campbell, who headed
southbound on Highway 169. As other law enforcement officers joined in
on the pursuit, Campbell made a U-turn, then led officers through Owasso
before driving east into Rogers County. He reportedly drove through multiple
streets, fields, and fences while trying to evade police officers.
The vehicle pursuit eventually came to a stop near 209th East Avenue and
146th Street North.
Campbell tried to run away from officers. At one point, he threw a loaded
handgun on the top of a nearby home. Officers caught up to the man and
placed him under arrest.
When officers searched the vehicle Campbell was driving, they found a rifle
and tools that had been stolen from some construction sites. The man also
had methamphetamine and heroin in his possession, along with some credit
cards and documents that were not his.
Campbell is a member of the Cherokee Nation. He is facing tribal charges of
driving under suspension, eluding police as to endanger others, felon in possession of a firearm, knowingly concealing stolen property, leaving the scene
of property damage collision, obstructing police, and possessing drugs.

Marine veteran single-handedly disarms robber at gas station in Arizona
YUMA, Az. -- A Marine veteran took
matters into his own hands when he
disarmed a robber at a gas station in
Arizona.
Dramatic surveillance video released
by the Yuma County Sheriff’s Department shows the man standing inside
the store near the checkout counter
when two masked robbers come through the entrance behind him.
One of the suspects was armed and came in close contact with the man.
The video then shows the man instantly disarm the suspect, knocking him
to the ground.
The sheriff’s office said the veteran helped detain him until deputies arrived to the scene. Two other suspects got away and remain on the run.
When deputies asked the customer how he was able to take control of
the situation, investigators said he responded saying, “The Marine Corps
taught me not to [mess] around.”

A 41-year-old Arkansas man was put behind bars in
Mayes County after he allegedly caused a vehicle collision while driving drunk, injuring two deputies.
On October 19, an ABLE agent saw someone believed to be driving drunk on US 412 at approximately
1:30 p.m. Reports state the agent called the police.
Mayes County deputies responded to the scene and
tried to stop the driver, identified as Moua Tou. Tou instead just kept on going, initiating a pursuit. He allegedly drove into oncoming traffic and forced other motorists off the road, and eventually crashed just west
of Chouteau, ending the pursuit. He was immediately placed under arrest.
Two deputies involved in the incident were injured, but they are expected
to be OK.
Tou is being charged with five counts of assault and battery with a dangerous weapon, endangering/eluding/attempting to elude a police officer,
three counts of running a police roadblock, driving under the influence of
drugs, possession of a controlled dangerous substance, resisting an officer, and reckless driving. His bond was set at $1M, and he is scheduled
to appear in court on December 2, 2021.

MAKING THE ROUNDS
A man and woman are being accused
of working together to steal 50 items from
Walmart during a shoplifting spree on October
23.
According to the affidavit, Grove police officers were dispatched to the store after an employee saw the couple taking items off shelves
and putting them in a tote. The employee reported that the man would act as a lookout
while the woman put the items in the tote.
Together, the pair put a total of 50 items in
the tote, totaling $1,021.39.
The woman, 31-year-old Stephanie Renee
Anderson of Neosho, Missouri, left the store
at one point without the tote and jumped in a
truck with another person. They drove around
the building and parked on the south end of the
parking lot.
The man, Luke Dakota Martin, 28, of Parsons, Kansas, left the store with the tote full of
stolen items.
An officer arrived at the location and saw an
employee speaking to Martin. As the officer approached Martin, the man aggressively pointed
at him. The officer told the man he was being
detained. Martin pulled away. The officer took
the man to the ground and placed him in handcuffs.
Martin told the officer that he purchased the tote but was unaware there
were other things inside of it.
Another officer located the suspect truck at a nearby convenience store.
Anderson told the officer that she didn’t take anything, and she didn’t
know Martin was going to take things. She said that she always put things
in a tote when she went shopping.
While searching the vehicle, officers found $1,300 worth of new tools
and other items from Harbor Freight. An officer also found a grinder with
marijuana residue and two bags containing a crystal-like substance that
tested positive for meth.
Anderson is being charged with conspiracy. Her bond was set at $6,000,
and she is scheduled to appear in court on December 6, 2021.
Martin is being charged with larceny of merchandise from a retailer and
conspiracy, both after the former conviction of a felony. His bond was set
at $7,000, and he is scheduled to appear in court on November 19, 2021.

FOR FIRST DEGREE MURDER
The suspect in a Bethany homicide is 31-yearold Jordan Evans. He was arrested for First Degree Murder the night of November 10, 2021.
At approximately 10:45 p.m. that night, the
Bethany Police Department was called to 29th
Terrance and Peniel after an individual was found
murdered. Evans was arrested without incident at
the Bethany Police Department and booked into
the Oklahoma County Detention Center.
The Medical Examiner will determine cause of
death. At this time, there is no additional information available to be released.

WELCH MAN SENTENCED TO 45 YEARS IN FEDERAL PRISON FOR MURDER
A Welch man was sentenced October 26 in federal
court for murdering his 81-year-old mother in her home
on Aug. 4, 2011, announced Acting U.S. Attorney Clint
Johnson.
U.S. District Judge Gregory K. Frizzell accepted a
plea agreement between the Government and the defendant and sentenced Michael Joe Rice, 58, to 540
months in federal prison. In July 2021, Rice pleaded
guilty to second degree murder in Indian Country and
admitted to killing his mother, Ruth Rice, by beating her
to death.
Following Rice’s statement at sentencing, Assistant
U.S. Attorney Mark Morgan criticized Rice for not offering even a simple apology for raping and murdering his own mother. He then stated that a 540-month
sentence would ensure Rice was held accountable for
the crime while also sparing the victim’s family from having to go through further court
proceedings.
According to court documents, Michael Rice’s then girlfriend told a Craig County
Sheriff’s Office deputy that she and Rice had found his adoptive mother in a back
hallway of her home in Welch and they believed she was dead. She then directed the
deputy to the victim’s residence nearby, which is located within the boundaries of the
Cherokee Nation Reservation. The victim was located in the home deceased.
Later, on Aug. 29, 2011, Rice was interviewed by special agents from the Oklahoma
State Bureau of Investigation. Rice told agents that the murder happened over money
and that he was depressed. He told agents that he went to his mother’s house and began hitting her multiple times before tackling her to the ground. When she asked what
he was doing, he hit her in the head, grabbed nearby bags and pushed them into her
mouth to stop her from yelling. He continued his assault then eventually went home.
He told investigators that he was unsure if she had died at that time, but said she was
no longer talking.
According to an affidavit filed in the federal case, Rice told agents that he returned to
the victim’s home and raped her. He said he thought she was still alive or might have
been dying at the time of the rape. The Chief Medical Examiner confirmed that the victim had sustained blunt force trauma to the head and was sexually assaulted.
Rice, a citizen of the Cheyenne and Arapaho Tribes of Oklahoma, previously pleaded
guilty to the murder in Craig County District Court but challenged his state conviction
and sentence based upon the Supreme Court ruling in McGirt v. Oklahoma and the
Oklahoma Court of Criminal Appeals ruling in Hogner v. Oklahoma. At that time, the
U.S. Attorney’s Office filed charges in the case and Rice pleaded guilty in July 2021.
In September 2021, his state conviction was upheld based on the Oklahoma Court of
Criminal Appeal’s decision in Matloff v Wallace that stated McGirt, in most cases, is not
retroactive. (The Wallace decision was made in August 2021).
Rice appeared in federal court on a writ from the Oklahoma Department of Corrections, where he is serving a sentence of life without parole. Now that he has been
sentenced in federal court, he will return to an Oklahoma Department of Corrections
facility to serve his life sentence without the possibility of parole as handed down in
Craig County District Court.
“Michael Rice brutally assaulted his mother and left her for dead,” said Acting U.S.
Attorney Clint Johnson. “His actions were heinous and inexcusable. I am thankful for
the state and federal investigators and prosecutors who have worked diligently since
2011 to hold this killer accountable for his crimes.”
The FBI, Oklahoma State Bureau of Investigation, and Craig County Sheriff’s Office
are the investigative agencies. Assistant U.S. Attorneys John Brasher and Mark R. Morgan are prosecuting the case.

Two suspects are in custody after a joint Oklahoma State Bureau of Investigation (OSBI) and
Federal Bureau of Investigation (FBI) murder investigation. On Wednesday, November 3, 2021,
51-year-old Jimmy Kelly and 52-year-old Charlana Kelly were arrested. Jimmy Kelly is in the
custody of the U.S. Marshals on federal charges
of Murder in Indian Country and Using a Firearm
to Commit a Violent Act. Charlana Kelly is being
held in the Ottawa County Jail on one count of
Accessory to a Felony.
The investigation was initiated on November 1,
2021 when the Quapaw Nation Marshal’s Office
requested assistance with a homicide. The victim was identified as 47-year-old Toni Moran. The
Oklahoma Office of Chief Medical Examiner will
determine cause and manner of death.

County Sheriff’s Office, Ottawa County District Attorney’s Office, Quapaw Nation Marshal’s Office,
