FAKE MATH
The former Chelsea police chief found himself
on the wrong side of the law after the town board
voted to remove him from office on December 26.
According to reports, Shawn Patrick McKibbin,
54, allegedly used fake bank statements that suggested he had more than $400,000 in his bank account. He was trying to buy a house with cash. He
was arrested on December 22 and suspended after his arrest.
McKibbin was caught in the scheme after he
gave a bad check to a real estate agent. He then admitted to investigators that
he had used fake bank documents to buy a house.
McKibbin made a cash offer for a house totaling $329,000. He wrote a $5,000
check in earnest money, but it bounced. He then handed over some bank statements that showed a balance of $460,727 in his account, but he actually had
$1,187 in his account at that time.
The homeowners were forced to halt their purchase of another home. They also
said they turned down a competing offer for the cash deal.
Investigators discovered, however, that the man never had more than $6,000
in his account.
McKibbin is being charged with attempting to obtain property by false pretenses and the use of a computer for fraud. His bond was set at $10,000, and he is
scheduled to appear in court on January 29, 2024.

AROUND THE STATE
On December 13, 2023, the Beaver County
Sheriff’s Office requested the Oklahoma State
Bureau of Investigation to assist with a sexual
assault investigation involving a child.
Special agents with the OSBI interviewed the
child, who reported being sexually abused. Evidence was collected and the
suspect, 48-year-old Andrew Nyles Lackey, was interviewed.
Based on the information obtained during the investigation, Lackey was
arrested and booked into the Beaver County Jail on a Child Sexual Abuse
charge.
The OSBI would like to thank the Beaver County Sheriff’s Office for assisting with this investigation.

UPDATE ON SCHOOL
EXPOSURE CASE
On December 19, Pryor Officers responded to the Pryor High School in reference to a
report that a male subject driving a white Ford
F-150 truck had exposed himself to a juvenile
female on Pryor High School property. Officers
were able to obtain security video of the vehicle in question and utilizing the
FLOCK Automated License Plate Readers (LG cameras). The suspect’s vehicle was located, allowing Detectives to identify a potential suspect.
The suspect, identified as Tyler Cagle, was subsequently located, and interviewed by Detectives. Charges were later filed on Cagle and a warrant
was issued for his arrest on the charge of Indecent Exposure, through Cherokee Nation.
Cagle turned himself in to the Sequoyah County Jail and was processed
and bonded.

SALE
A Pryor woman was taken into custody after
she allegedly thought a five-finger discount was
the best option for an after-Christmas sale.
Erin Chaffin, 37, was charged January 2 with
larceny of merchandise from a retailer, obtaining cash/merchandise by bogus check/false pretenses, Mayes County District
Court.
According to Pryor Creek Police Chief Jeremy Cantrell, larcenies from retailers
are some of the most common occurrences in Pryor, especially at Wal-Mart.
On December 27, Pryor Creek Police Officers were dispatched to Wal-Mart in
reference to a larceny of merchandise. The suspect, Erin Chaffin, had taken a TV
stand/fire place, a bike, and a TV. Chaffin left the
scene and a description of the vehicle was given
to officers.
Officer Conseen located the vehicle and conducted a traffic stop. After further investigation the
merchandise was recovered and returned to WalMart.
Officer Bordwine rode the bike back inside to be
returned.
Chaffin was taken into custody and transported
to the Mayes County Jail. Bond was set at $2500.

CASH OVER CREAM
The lure of Christmas cash was just too overwhelming for a Pryor man last month after he
stole money instead of ice cream at Braum’s.
According Pryor Creek Police Chief Jeremy
Cantrell, Pryor Creek Police Officer Flud, Cpl.
Gann, and Detective Vance were dispatched to Braum’s on January 5 in reference to an embezzlement by an employee. During the course of the investigation it was determined that employee, Kevin Crow, had embezzled over a
$1,000 over the last month.
Crow was taken into custody and transported to the Mayes County Jail
where he was booked in on charges of Embezzlement, Possession of Drug
Paraphernalia, and an Outstanding Creek Nation Warrant.

A Delaware man was taken into custody after
a dog bit a little kid in the town park next to his
camper.
George Trammell, Jr., 50, was November 21
with Failure to Restrain Dangerous Dog, in Nowata County District Court. According to Nowata County Sheriff Jason McClain,
it all began on November 15, 2023, when the Nowata County Sheriff’s Office
received a report of a child bitten by a dog at the town park in Delaware. The
child reported a group of dogs charged him while he was playing at the park,
but reported only one bit him. The child pointed to Trammell’s camper next to the
park where this pack of dogs came from.
Trammell called for his dogs and they returned to his camper.
Deputy spoke with Trammell and confirmed his dogs were running loose.
Trammell was told one of his dogs bit a child and Trammell responded “that’s
what I heard”.
In April of 2023, one of Trammell’s dogs bit a different child at the park in Delaware. Trammell received a citation for failure to restrain dangerous dog that was
declined because of a procedural issue.
On June 13, 2023, Trammell was told by the Nowata County Sheriff’s Office to
keep his pack of dogs restrained, but on November 8, 2023, Trammell’s pack of
dogs again was running at the park.
On November 9, 2023 the Nowata County Sheriff’s Office served Trammell a
dangerous dog notice.
On November 15, 2023, when the child was bitten by one of Trammell’s dogs,
Nowata County Sheriff’s Office obtains arrest warrant for not restraining dangerous dog.
On December 2, 2023 Trammell was arrested and booked into Nowata County Jail and later released on a $2500 bond. He is scheduled to next appear in
court on January 29, 2024.

AFTER SUSPECT DIES
For 28 years, the disappearance of Barbara
Johnson-Willard has baffled law enforcement.
Now, law enforcement officers might have a
new lead after a Delaware County citizen came
forward to identify the woman’s killer.
The eyewitness was scared of the suspect and only came forward after learning that the suspect had died in 2022.
Johnson-Willard disappeared in June 1996.
The eyewitness told police that she and the suspect got into an argument.
The suspect then beat her. He also possibly threw her around, making her lose
consciousness.
It is unknown if the eyewitness told police where the victim’s remains are.
According to reports, Cold Case detectives have resubmitted evidence to the
Oklahoma State Bureau of Investigation due to the eyewitness’s claims.
Law enforcement agents believed the eyewitness to be credible. The eyewitness was also able to provide some information that had not been released to
the public.
After Johnson-Willard went missing, officers interviewed 47 witnesses.
They also collected and tested hair samples taken from 15 people.
Since her disappearance, officers have arrested two different men - one in
1996 and one in 2011.
Charges were dropped against both men.

We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

Colorado burglar busted after using Uber as getaway car for $8K plumbing tool heist
A Colorado crook carrying thousands of dollars
of stolen merchandise walked right into the police’s hands after he was caught trying to use an Uber as a getaway car, cops
said.
The bungling burglar was ransacking a plumbing store in the Denver suburbs
last week when he called the rideshare driver to pick him up.
The store owner had called 911 after noticing a hole cut in the business’ fencing and caught surveillance footage of the thief inside.
When the local Wheat Ridge police arrived on the scene, they discovered the
Uber driver waiting nearby.
He told cops his passenger “Jose” was headed right toward the car.“Are you
looking for an Uber?” an officer can be heard asking the suspect in bodycam
footage shared by the department.
The man — wearing the hood of his black sweatshirt up and a pulled-down
balaclava — shoots his gaze sideways and hides his hands inside his pockets.“Uh — no,” he stammers. He then gives the officers the fake name “Raul” as
he takes several steps backward and away from the cops.
He was immediately grabbed by officers, but assures them he is not trying to
make a break for it.Jose doubles down on his innocence and claims he is simply
on his way to his mother’s house.
When told he matches the description of the thief, he maintains he is not the
man they are looking for, despite not carrying identification to prove he is “Raul.”
The contents of his backpack, however, exposed the thin charade.“This backpack is full of Milwaukee tools,” one officer can be heard saying while rifling
through the loot.
Inside, cops found more than $8,600 worth of electric tools.
He was taken into custody, where fingerprint scanners confirmed his real identity.“It may not be the best idea to have an Uber pick you up AT the crime scene,”
Wheat Ridge Police said on social media.
A 26-year-old man by the name of Jose was booked the following day on a
plethora of charges, including theft of more than $2,000, criminal trespassing
and false reporting to authorities, court records show.

An Afton man who owned a tow truck company and also served as the town’s fire chief was
arrested for embezzlement after he admitted to
taking items from an impounded vehicle.
According to reports, a Fairland police officer
arrested the driver of an Escalade on November
20, 2023. Jason Lee Speer, the owner of Jason’s
Big Tow, towed the vehicle and stored it until officers could obtain a search warrant. The officer took photos of the vehicle,
noting that a gold watch and some jewelry in a black bag was in the passenger
floorboard. She also saw some cash in the center console.
Fairland police officers searched the vehicle on November 27, which was at
the Afton Fire Department. Speer was also the fire chief for Afton. Officers didn’t
find the watch.
On November 29, the recording system at Afton’s treasurer’s office caught
Speer showing a gold Rolex to employees. He said that the watch came from a
towed vehicle. He said he took the watch to a jewelry store in Grove. It appeared
to be a real Rolex with real diamonds. He also said that he was thinking about
selling the watch to a jewelry store in Joplin.
Speer told employees he also found a necklace, but the jewelry store said it
was gold plated and the diamonds weren’t real. He also said he found some
money in the vehicle.
Officers spoke to the owner of the Grove jewelry store on December 21. The
owner said that while he couldn’t authenticate the watch, he verified that the
diamonds on it were real. He said the watch could be worth more than $20,000,
and he directed officers to visit the jewelry store in Joplin.
The owner of the Joplin store purchased the Rolex from Speer for $2,000.
Speer told him that he repossessed a vehicle. The owner couldn’t afford the tow
bill, so he agreed to sell the watch for $1,000.
Officers spoke to Speer, who admitted taking the watch, necklace, and some
cash from the vehicle. He also admitted to selling the watch and keeping the
cash. He said when he found out the necklace wasn’t worth much, he put it
back in the vehicle.
