Former mentor charged with
sexually assaulting minors
Collinsville man John Charles Bucklin, 66,
will appear in court early October to face
charges of lewd or indecent acts stemming
from his actions during his role as a mentor
to young boys.
According to reports, Bucklin was arrested
on July 5 after an investigation revealed he
sexually assaulted a 13-year-old boy during
the summer of 2017. The young teen and
Bucklin were introduced through the boy’s
previous mentor who was affiliated with a
Claremore church. The previous mentor was
unable to continue meeting with the victim,
so Bucklin took over the role.
During the summer, the man took the juvenile on various outings.
Some of those outings included going to the Claremore Recreation Center,
where they would swim together.
The victim said the first instance of sexual contact happened in the pool.
He told police that he was scared to say anything about what was happening, but Bucklin continued to touch him inappropriately. He said the touching
would happen when they swam together, when they were in Bucklin’s car,
and when they spent the night together.
The victim said he only continued to go places with Bucklin, because he
didn’t want the man to think that he had told on him. He said he was scared
of what could happen to him if he did tell.
Additionally, law enforcement believes a 9-year-old boy who also visited the
recreation center with Bucklin may have been sexually assaulted by the man.
Bucklin is being charged with two counts of lewd or indecent acts to child
under 16. His bond was set at $50,000, and he is scheduled to appear in
court on October 3, 2018.

Commutation Campaign Seeks to Correct
Unjust Prison Sentences
Oklahomans for Criminal Justice Reform (OCJR) is announcing a commutation
campaign to help Oklahomans who are in
prison for offenses no longer carrying long
prison terms under reforms recently approved by voters and legislators. For the
rest of 2018, the campaign will assist several dozen incarcerated Oklahomans with
pursuing commutation, beginning with 23
women whose commutation applications
were advanced for further review by the Pardon and Parole Board on August 13.
Commutation is a common legal process used nationwide as well as in
Oklahoma to correct excessive, unjust sentences. Commutation modifies
sentences but does not erase convictions.
“This commutation campaign follows the will of voters and legislators to
begin fixing Oklahoma’s draconian criminal justice system. Oklahoma has
to look at all responsible options to alleviate its status as the most incarcerated state, and legal commutations like these are one of those options,”
said Sarah Edwards, a Crowe Dunlevy attorney, former associate general
counsel for Gov. Brad Henry and board member of Oklahomans for Criminal Justice Reform.
Additional applications from individuals being supported by this campaign will receive initial consideration in September from the board, which
under Oklahoma law uses an extensive two-part process to consider applications that ultimately must be approved by the governor.
“This is a fiscally and socially sound initiative to look into carefully-selected sentences to bring them in line with current law. The cases under
examination involve inmates with convictions whose sentences may have
exceeded their intended goals. We look forward to working with all stakeholders to safely reduce Oklahoma’s bloated prison population,” said Andrew Speno, Oklahoma state director for Right on Crime, a conservative
advocacy organization that is a member of the OCJR coalition.
In addition to pursuing sentence modification through commutation, the
campaign will also help individuals whose applications are successful secure reentry services and, when appropriate, treatment services.
“We’re just as interested in these people succeeding once they leave
prison as we are in seeing their sentence modified to fit current law. Our
faith, reentry and treatment partners statewide are prepared to responsibly
receive these Oklahomans back into their communities should their applications be granted,” Edwards said. “This campaign’s priority is community
safety. We know prison isn’t the right place for these people, and we stand
ready to assist them if they are freed.”

A South Carolina man was caught rubbing buttered toast all over his
neighbor’s SUV window. Seems like a foolproof plan, how did he get
caught? According to MSN, He just dropped the toast a few feet away
from the car and made his departure, causing a nearby woman to notice and call the police. The police charged the now hungry man with
“malicious damage to property” and estimated the cost of damage to
be about $1.
What’s the hottest you’ve ever been? Temperature-wise of course, because if it was in physical terms, we all know we were the hottest at our
5th grade, bowl-cut, chubs stage. But really, to what extent would you
go to cool off?
Hopefully not so far you’d get arrested, but this is exactly what a group
of four young men in Germany did. On a hot day, they decided to make
their own pool in a car. In a BMW no less. A policeman noticed a very
strange convertible driving down the road. Upon closer viewing, it appeared that the bathing-suit clad men were splashing around in the water-filled car, clearly intoxicated. Though there was no law against driving
around with a pool in someone’s car, they were probably charged for
driving without a permit. Talk about hot water.
What do you guys think about sausage? I suppose it’s better than a
hot dog, which in turn is better than bologna (which is basically giant hot
dog slices?). And no matter what, it has to be better than Lunchables
*shudder*.
No matter your opinion, sausage was a huge disappointment for this
Phoenix man. He attempted to rob two large businesses, first an Ace
Hardware and then a Safeway. He put his hand under his shirt to look
like a gun, but the cashier was not fooled and calmly said “no” to his request for money. Equally unsuccessful was his attempt to rob a Safeway,
which resulted in him being escorted out of the building. He waited a few
minutes before returning into the store to snag a small breakfast sausage
and was therefore charged with shoplifting. I guess all that failing worked
up an appetite.
Sometimes people don’t want their babies. Throughout history, these
people have found convenient ways to get rid of them. In the middle
ages, a popular solution was to leave a swaddled infant on the doorstep
of a misfortunate new parent. Worse for the child, another option was an
orphanage. In later times, parents could even put their kid in the circus
for life. The last one, I’m actually jealous of.
It might not have been this Florida woman’s goal to give away her child,
but that’s sure what it looked like. She had gone shopping at Dillard’s,
and tried to shoplift $260 worth of clothing using her baby stroller. When
a police officer followed her out to her car, she flipped out and eventually threw her baby in its little carseat at him. The baby was not injured.
The shoplifter received three charges, including “resisting a police officer
without violence”. Um. What would be violent, throwing her entire family?

THE TOWN OF SOUTH COFFEYVILLE WOULD LIKE TO KEEP YOU OUT OF JAIL!
If you have a warrant with the Town of South Coffeyville, Okla., and would like to get rid of that
warrant once and for all, you can contact the Court Clerk at 1-918-255-6045, option 1. When a
warrant is issued, the amount is sent to a collection agency. At that time, the collection agency
will have an additional fee of 25% of the amount of the warrant added onto the amount due. The
town is offering two options at this time. If you would like a pay order, you will need to pay 35%
down of the amount due and sign a pay order. After 35% is paid and a pay order is signed, the
warrant will be recalled and the collection agency will be paid. If you want to pay the warrant and
collection fee, a discount on the warrant will be given for a total that is over $500. No discounts

Four adults were arrested in Eucha after officers
found drugs and paraphernalia in the same home as
a toddler on August 2.
According to the police report, GRDA officers were
on patrol in the Cherokee Lake Estates area when
they noticed a red vehicle in the driveway of a home
in the 300 block of Muskogee Drive.
They checked the vehicle’s tag and were advised
that the tag didn’t actually belong on the vehicle.
The officers knocked on the front door. A man who
answered said he didn’t know who the vehicle belonged to – he was just visiting.
A woman, identified as 37-year-old Jessica Mattson, came outside to see what was going on.
She also said she had no idea who the vehicle belonged to. She told them there was no one else in the
house.
While they were talking, a toddler walked outside.
An officer asked her if the child was alone inside the
house. Mattson told them, “Yeah, probably.”
The officer then asked if they could go inside the
residence to discuss the vehicle. She told them yes.
When they entered the home, they saw a man sitting
on a couch in the living room. There were also two
bags containing a white crystal substance on the coffee table that tested positive for meth. The drugs were
easily within the toddler’s reach.
The amount of drugs found in the home indicated
that someone was probably trying to sell them.
While inside the home, officers met with three other
people: 33-year-old Candace Chandler, 36-year-old
Jonathan Patrick Mattson and Brian Edward Anderson, 49. The toddler was Jessica Mattson’s child.
Around 3:15 p.m., officers conducted a search
warrant at the house. They found more meth, some
scales, some used syringes and other paraphernalia.
Some of the items were located near the child’s Pack
‘n Play.
All four suspects are being charged with unlawful
possession of controlled drug with intent to distribute
and child neglect. Jessica Mattson, Jonathan Mattson and Candace Chandler’s bonds were at $50,000.
Jessica Mattson is scheduled to appear in court on
September 14, 2018. Chandler and Jonathan Mattson are scheduled to appear in court on August 30,
2018. Anderson’s bond was set at $100,000, and he is scheduled to appear in court on August 30, 2018.

We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only

A 24-year-old Miami man is in trouble for allegedly
driving under the influence and having some cocaine in
his sock on August 5.
According to the affidavit, a Miami officer was driving
near the intersection of E. Rockdale and Elm Street
shortly after 1 a.m. when he saw a white car turn south
onto Elm Street. When the car turned, it crossed over
the center yellow lines and drove straight into the officer’s lane. The officer had to hit his brakes to avoid
hitting the white car head on.
After the car passed by, the officer did a u-turn and
stopped the car in the 600 block of N. Elm Street. He
made contact with the driver, identified as Ricardo Carrillo Jr.
Carrillo apologized for crossing the line, and said he was looking at his
cellphone when he made the turn. The officer asked the man where he was
headed. Carrillo said he was trying to catch up to his girlfriend, who had been
drinking and was upset. When Carrillo said she was in a silver Jeep “up the
road,” the officer informed him there was no Jeep on Elm Street.
After getting the man’s license and insurance, the officer asked him to exit
his vehicle and have a seat in the patrol car.
When Carrillo stepped out of his car, he seemed unsteady on his feet and
had to lean against the car to maintain his balance. The officer helped Carrillo walk to the patrol car. When he checked the man’s person for weapons,
he noticed an odor of alcohol. Carrillo admitted to drinking a few beers at his
friend’s house. He agreed to sobriety tests, but he didn’t do so well. The officer placed him under arrest for DUI.
On the way to jail, the officer asked Carrillo if he had anything illegal on his
person. Carrillo said no.
During booking, a jailer found a bag containing a white powdery substance
in the man’s sock – the substance tested positive for cocaine.
Carrillo is being charged with possession of controlled dangerous substance in correctional facility (cocaine) and driving a motor vehicle while under
the influence of intoxicating substance. His bond was set at $3,000, and he
is scheduled to appear in court on September 13, 2018.

Arkansas Woman Admits Killing Husband
over Pornography
A Jefferson County, Arkansas, woman has
been charged with murder after her husband
was found dead.
Jefferson County Sheriff’s Office Operations
Commander, Major Lafayette Woods, Jr. advised that 69-year-old Patricia Hill has been
arrested and charged with capital murder after
her husband, 65-year-old Frank Hill was found
dead.
A dispatcher from Jefferson County’s Metropolitan Emergency Communications Association (MEAC) received a 911 call from Patricia
Hill, who stated that she had shot her husband.
Deputies responded to 3801 Donaldson Lane in Jefferson County and
found Patricia Hill standing in the front yard. Hill was immediately detained
until investigators arrived on the scene. Meanwhile, the body of Frank Hill
was located by deputies and investigators on the floor inside a utility shed
on the property. Frank Hill had suffered at least two gunshot wounds to the
upper and lower body.
Paramedics from the Emergency Ambulance Services, Incorporated
(EASI) were notified and arrived on scene; however, Frank Hill was pronounced dead a short time later as a result of his injuries.
“Patricia Hill was transported by our criminal investigators to the Jefferson
County Sheriff’s Office, where a custodial interview was conducted after investigators advised Mrs. Hill of her constitutional rights. Mrs. Hill waived her
rights and agreed to speak with investigators,” Major Woods said.
“During the interview, Mrs. Hill admitted to investigators that she arrived
home and at some point walked to the utility shed on the property to confront her husband. Mrs. Hill told investigators that there had never been any
physical altercations between her and her husband. However, Mrs. Hill stated that she disagreed with her husband’s purchase of video pornography
via the television guide, which she cancelled upon discovering the purchase
but Mr. Hill managed to place a subsequent order. Mrs. Hill stated that she
entered the shed and asked her husband to leave but he refused. Mrs. Hill
admitted that she then returned inside the residence, where she armed herself with a .22 caliber pistol. She went back to the shed a short time later,
where she entered and shot her husband twice, striking him once in the leg
and once in the head. Immediately following the shooting, Mrs. Hill stated
that she returned inside the residence, where she returned the weapon and
called 911 to report the shooting.”
Patricia Hill is currently being held at the W.C. “Dub” Brassell Adult Detention Center without bond on felony probable cause for capital murder in
the shooting death of her husband. Hill will remain in custody pending the
scheduling of her first court appearance.
