A federal indictment was unsealed on August 3 in
Tulsa, charging a former private prisoner officer with
sexually assaulting a male pretrial detainee during a
prisoner transport and later lying to the FBI.
According to the indictment, at the time of the alleged crime, Dewayne Dudley, 55, of Claremore,
worked as a private prisoner transport officer for Blue
Raven Services, a company that was hired by local
jails and prisons throughout the country to transport
people who had been arrested pursuant to out-ofstate warrants and needed to be transported back to
the states that had issued the warrants.
Count One of the indictment charges Dudley, while acting under color
of law, with willfully depriving a male pretrial detainee whom he was transporting from Indiana to New Mexico, of his constitutional right to bodily
integrity. The indictment alleges that Dudley’s conduct resulted in bodily
injury to the victim and kidnapping. Count Two charges Dudley with knowingly and willfully making false statements to a Special Agent with the FBI
regarding his transport of the victim.
If convicted, Dudley faces a maximum sentence of life in prison.

A South Carolina man was caught rubbing buttered toast all over his neighbor’s SUV
window. Seems like a foolproof plan, how did he get caught? According to MSN, He
just dropped the toast a few feet away from the car and made his departure, causing
a nearby woman to notice and call the police. The police charged the now hungry man
with “malicious damage to property” and estimated the cost of damage to be about $1.
What’s the hottest you’ve ever been? Temperature-wise of course, because if it was
in physical terms, we all know we were the hottest at our 5th grade, bowl-cut, chubs
stage. But really, to what extent would you go to cool off?
Hopefully not so far you’d get arrested, but this is exactly what a group of four young
men in Germany did. On a hot day, they decided to make their own pool in a car.
In a BMW no less. A policeman noticed a very strange convertible driving down the
road. Upon closer viewing, it appeared that the bathing-suit clad men were splashing
around in the water-filled car, clearly intoxicated. Though there was no law against driving around with a pool in someone’s car, they were probably charged for driving without
a permit. Talk about hot water.
What do you guys think about sausage? I suppose it’s better than a hot dog, which
in turn is better than bologna (which is basically giant hot dog slices?). And no matter
what, it has to be better than Lunchables *shudder*.
No matter your opinion, sausage was a huge disappointment for this Phoenix man.
He attempted to rob two large businesses, first an Ace Hardware and then a Safeway.
He put his hand under his shirt to look like a gun, but the cashier was not fooled and
calmly said “no” to his request for money. Equally unsuccessful was his attempt to rob
a Safeway, which resulted in him being escorted out of the building. He waited a few
minutes before returning into the store to snag a small breakfast sausage and was
therefore charged with shoplifting. I guess all that failing worked up an appetite.
Sometimes people don’t want their babies. Throughout history, these people have
found convenient ways to get rid of them. In the middle ages, a popular solution was
to leave a swaddled infant on the doorstep of a misfortunate new parent. Worse for the
child, another option was an orphanage. In later times, parents could even put their kid
in the circus for life. The last one, I’m actually jealous of.
It might not have been this Florida woman’s goal to give away her child, but that’s
sure what it looked like. She had gone shopping at Dillard’s, and tried to shoplift $260
worth of clothing using her baby stroller. When a police officer followed her out to her
car, she flipped out and eventually threw her baby in its little carseat at him. The baby
was not injured. The shoplifter received three charges, including “resisting a police officer without violence”. Um. What would be violent, throwing her entire family?

With the help of the public, two men have
been arrested in connection with a string of
thefts and burglaries in the area.
In recent weeks, the Pryor Creek Police Department has taken several reports regarding
thefts that have occurred from vehicles, businesses, and residences within the city.
The Police Department posted photographs and video of suspects in a burglary
that was being investigated. The public assisted as they always do, and as a result suspects were identified and arrested.
Robert Koontz was identified, interviewed,
and arrested for the charge of Burglary in the
Second Degree.
Trevor D. Johnson was then located, interviewed, and arrested for the charges of Burglary in the Second Degree and Knowingly
Concealing Stolen Property.
Both Koontz and Johnsen are current inmates in the Oklahoma Department of Corrections and were residing at a sober living facility/halfway house in Pryor being monitored
via GPS by Oklahoma Probation and Parole.
A third female suspect was identified and
interviewed and the investigation as to her involvement is ongoing.
These are arrests and not convictions. This
investigation is still ongoing.

BIG CABIN MAN SENTENCED TO 240 MONTHS IN PRISON
FOR SEXUALLY ABUSING AND STRANGLING
A FORMER DATING PARTNER
A Big Cabin man was sentenced August 16
for sexually assaulting and strangling a former
dating partner, announced U.S. Attorney Clint
Johnson.
U.S. District Judge Gina M. Groh sentenced
Christopher Michael Guinn, 23, to 240 months
in federal prison followed by five years of supervised release.
In January, a jury convicted Guinn for aggravated sexual abuse by force and threat in
Indian Country and for assault of an intimate/
dating partner by strangling and attempting to
strangle in Indian Country.
“Christopher Guinn’s acts of violence against
women are reprehensible. In this case, he strangled and sexually assaulted the victim then threatened her and her children if she did not comply with his demands,” said U.S. Attorney Clint Johnson. “A team of law
enforcement agencies and Assistant U.S. Attorneys Jessica Wright and
Gina Gilmore have put a stop to Guinn’s abusive conduct. This 20-year
sentence should serve as a warning that my office will prosecute and hold
accountable those who terrorize their intimate partners.”
At trial, the United States alleged that in the early morning hours of March
17, 2019, Guinn sexually assaulted and strangled a former dating partner.
During the assault, Guinn held the victim down and grabbed her around
the neck. Guinn applied varying degrees of pressure to the victim’s neck
and at several points, left the victim gasping for air. The victim testified that
Guinn threatened her by saying that if she and her children did not move
back in with him, he would find them. He also told her that if she reported
the sexual assault, he would come to her mother’s house while the victim
was sleeping and rape the victim again. She also believed that Guinn had
a gun under the mattress.
After Guinn fell asleep, the victim fled and contacted law enforcement.
Deputies with the Mayes County Sheriff’s Office responded and met the
victim at the hospital. They documented the victim’s injuries and interviewed her. The Tulsa Police Department conducted a SANE exam.
The United States further showed Guinn had a history of exerting control
over women and sexually assaulting them. Two additional women who
previously dated Guinn testified about similar assaults they endured by
the defendant. They also testified that Guinn physically abused them and
isolated them from friends and family. Both had protective orders against
the defendant.
The FBI’s Oklahoma City Field Office, Mayes County Sheriff’s Office, Tulsa Police Department and Oklahoma State Bureau of Investigation conducted the investigation. Assistant U.S. Attorneys Jessica L. Wright and
Gina S. Gilmore prosecuted the case.

A Delaware man was arrested by South Coffeyville Police after he was caught on a trail cam
allegedly burglarizing a home.
Justin Swalley 42, was charged on June 8 for
burglary second degree in Nowata County District
Court. He was arrested and taken into custody on
July 18.
The Nowata County Sheriff’s Office reported
that a burglary charge was requested by them and
was filed on June 8 for an incident that occurred
in Lenapah. Swalley is accused of burglarizing a
mobile home and was caught on a trail camera
running away from the residence. Swalley is a
non-tribal member which gave the State of Oklahoma criminal jurisdiction over him.
Swalley was jailed on a $5000 bond; the other co-conspirators in this
incident are tribal members. Paper work was turned over to the Cherokee
Nation Attorney General in early June.
The Cherokee Nation Attorney General’s office is still reviewing charges
on the other people involved in this case.

ARRESTED FOR 2ND DEGREE RAPE
Special Agents from the Oklahoma State Bureau of Investigation (OSBI) arrested Kevin Warren
Buttler, 49, after a female inmate reported being
sexually violated by the former detention officer.
The OSBI investigation began at the request of
the Comanche County Sheriff’s Office on July 25
after the inmate reported the incident to jail staff
the day before. The inmate stated that Buttler
came into her cell to deliver lunch. While inside
her cell, he unzipped his pants, pulled out his genitals and motioned for her to come over to him
and perform a sexual act. She was performing the sexual act for about five
seconds when Buttler heard a noise and zipped up his pants. The inmate’s
cellmate was present during the incident.
Buttler was questioned by OSBI Special Agents on August 4 at the Comanche County Sheriff’s Office. After being interviewed, he was arrested
and booked into the jail. He is facing a charge of Second Degree Rape.

MAN PLEADS GUILTY TO 2019 DELAWARE
COUNTY MURDER
A 28-year-old man pleaded guilty on August 11
in federal court for taking part in the 2019 Delaware
County murder of Jerry Tapp and the shooting of a
second victim, announced U.S. Attorney Clint Johnson.
Cody Dwayne Buzzard pleaded guilty to second
degree murder in Indian Country and brandishing
and discharging a firearm during and in relation to
a crime of violence. Also charged for the crimes are
Cody’s brother Dakota Buzzard and father James
Buzzard. The two men are innocent until proven
guilty beyond a reasonable doubt in a court of law.
“Today’s conviction was preceded by a meticulous and lengthy investigation by our local, state and
federal law enforcement partners and Assistant U.S.
Attorneys Ben Tonkin and Victor Régal,” said U.S.
Attorney Clint Johnson. “My office will continue our
pursuit for accountability in this case. Violent crime whether in Tulsa or in rural Oklahoma will be thoroughly investigated and the perpetrators brought to justice.”
“Today’s plea highlights the efforts of the FBI and our law enforcement partners in
identifying, investigating, and prosecuting the most violent offenders in Indian Country,” said FBI Oklahoma City Special Agent in Charge Edward J. Gray. “Together
we will continue to hold dangerous criminals like Mr. Buzzard accountable for their
actions, pursue justice for victims, and make our communities a safer place for all
Oklahomans.”
On Aug. 1, 2019, the Delaware County Sheriff’s Office responded to a 911 call
reporting a shooting near Jay. Deputies discovered Jerry Tapp deceased in his front
yard. It appeared that Tapp sustained multiple gunshot wounds to his body and that
a second victim had sustained a gunshot wound to her arm. According to court
documents, the victim told investigators that she heard a noise outside the home
early that morning and thought Tapp had forgotten his keys to the house. When she
turned on the light and opened the door, she heard gunfire and felt a sudden pain
in her right wrist. She then shut and locked the front door, crawled to another room,
and called 911. While investigating the crime, OSBI agents located and seized approximately 12, .22 caliber spent casings in the yard, driveway and roadway.
At 9:30 am the day of the crime, Dakota was located by deputies from the McDonald County Sheriff’s Office while driving a white 4-door Altima matching the
victim’s description. OSBI agents later found four .22 caliber spent casings inside
the vehicle and a .22 caliber rifle and bullets located behind a section of drywall in
another individual’s residence who allegedly hid the firearm for the Buzzards. During
the investigation, the shell casings found at the scene of the crime were identified
as having been fired by the .22 caliber rifle.
On Aug. 6, 2019, investigators obtained Cody’s Facebook records after a search
warrant was served. The day before the shooting Cody made inquiries using Facebook about getting a vehicle and firearm. He indicated that he “had business to
tend to,” and he was going to “take care of a problem.”
During an interview with authorities, Dakota allegedly stated that he, James, and
Cody Buzzard drove toward Tapp’s residence, parked up the road from the home,
and waited for him to return from work. James Buzzard allegedly told his sons to
retrieve a loaded .22 caliber rifle from the trunk of the car. Dakota stated that once
Tapp drove by, the three men followed him to his home. After Tapp stepped out
of his vehicle, prosecutors allege the Buzzards aided and abetted one another to
shoot and kill Tapp and then shoot his girlfriend.

OSBI OFFERS REWARD FOR INFORMATION
IN COMANCHE COUNTY COLD CASE
The Oklahoma State Bureau of Investigation (OSBI) is offering a $5,000
reward for information about the murder of 21-year-old Ci’Lina Teira Bell-Deloney, who also went by Cici. Bell-Deloney, who was a mother, was found
dead in the middle of NW Paint Road in Cache on January 16, 2017. She had
been shot multiple times.
Bell-Deloney was last seen alive at the Walmart on Sheridan Road in Lawton at 5:45 a.m. She left the Walmart with people she knew. Her whereabouts
after leaving the Walmart and until her body was discovered at 11:00 a.m. are
unknown.
The Comanche County Sheriff’s Office investigated this case until OSBI assistance was requested in December of 2021.

A 27-year-old Miami woman allegedly assaulted a jail staffer with a bucket while she was withdrawing from drugs on July 26.
According to the police report, Gabriella Maxine
Holmes was sitting in the booking area throwing
up into a bucket while allegedly withdrawing from
narcotics. The jail administrator was at a computer booking a prisoner into jail when Holmes suddenly picked up the bucket she was throwing up

in the head. The administrator was transported to
the hospital, where she received three stitches on
her head.
Holmes is being charged with battery/assault
and battery on a police officer. His bond was set at $10,000, and she is
scheduled to appear in court on September 12, 2022.
