We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money or
favor to not publish a photo.
We hear many times from people that the arresting
offi cer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

The Fourth of July is a favorite holiday among drinkers and
partiers.
Unfortunately for Richard Drake Payne, 53, he may have
extended the drunken festivities holiday for a little too long.
The Lawton man was arrested in Comanche July 5 for allegedly
drinking too much before driving.
According to the affidavit, Comanche police officers were in a
convenience store parking lot finishing up a traffic stop around
10:40 p.m. when they saw a car backing out of a parking space.
The car backed up until it drove off the curb and onto Highway
81. Due to the way the vehicle was being driven, an officer attempted to conduct a traffic stop.
The driver of the vehicle, Payne, continued to drive as though
he did not see the officer’s lights, but he eventually pulled over when the officer turned on his
siren. When the officer approached the vehicle, Payne had the music turned up “exceptionally
loudly,” and the officer had to ask him to turn it off.
The officer informed Payne he pulled him over for backing off of the curb and backing up
across two lanes of traffic. Payne told him, “Yeah, I did kind of back off of the curb back there.”
The officer noticed that Payne had glossy eyes, lethargic speech, and it appeared he had peed
on himself.
He asked Payne to step out of the vehicle, and asked him if he had consumed any alcohol.
Payne replied no, and the officer asked him why he had urinated himself. When Payne said
he didn’t notice he had peed on himself, the officer again asked him if he had had anything to
drink.
Payne told him, “Well…I may have had a few.” He later admitted to another officer that he
had consumed a large amount of alcohol that evening.
Payne refused to take to standard field sobriety tests, but a breath alcohol test later revealed
he had a blood alcohol level of 0.23.
Payne is being charged with driving a motor vehicle while under the influence of alcohol. He
was released on a $5,000 bond and is scheduled to appear in court on September 10, 2014.

District Attorney Craig Ladd requested OSBI open a full
investigation into the disappearance and possible homicides
of Molly Miller and Colt Haynes in south central Oklahoma. A
friend last heard from them via phone July 8, 2013. July 25, 2013,
the Wilson Police Chief requested OSBI technical assistance and
analytic case support. OSBI has helped run dozens of leads in the
past 12 months as have numerous other municipal, county, state,
and federal law enforcement agencies. Leads recently surfaced
that could prove helpful in this case. OSBI agents and various
other law enforcement offi cers are currently running those
leads. Because this is an open criminal investigation, no specifi c
details on this case can be released at this point. Miller was 17 at
the time of her disappearance; Haynes was 21.

On July 4, a Duncan police officer
was dispatched to the area of 10th and
Spruce looking for a possibly intoxicated man with tattoos who was walking around yelling profanity at cars as
they drove by.
That would be Duncan man Kenneth Edward Winstead, 30.
According to the affidavit, the officer
saw a man that matched the description and seemed unsteady on his feet.
The man identified himself as Winstead. Winstead had droopy eyes and
red, glassy eyes, and wouldn’t look at
the officer when he spoke. He also appeared to be nervously trembling.
The officer asked Winstead to empty his pockets. WInstead seemed
even more nervous and had trouble emptying his pockets. When
the officer asked Winstead to turn his pockets out, he only partially
turned them out.
The officer patted down Winstead for weapons and felt a small,
round container in his pocket.
He asked Winstead what it was. Winstead turned away from the
officer, told him there was nothing there, and not-so-subtlety threw
the item into a bush near the edge of the street. Unfortunately for
Winstead, the officer had eyes. He placed Winstead and handcuffs
and put him in the patrol car.
Winstead continued to deny that he had had anything in his pocket,
but the officer was able to locate the container. Inside, there were two
blue pulls (later identified as a scheduled IV narcotic) and a plastic
bag containing a white crystal-like substance. Later, another officer
found a tube containing a white powder residue in Winstead’s pocket. The white substance field-tested positive for methamphetamine.
Winstead is being charged with possession of controlled dangerous substance and public intoxication. He was released on a $10,000
bond and is scheduled to appear in court on September 10, 2014.

A Duncan man was arrested after he
was caught with drugs and paraphernalia during a traffic stop on July 7.
According to the affidavit, a Duncan
officer was sitting at Second and Chesnut
when he saw a vehicle traveling south on
Second at what appeared to be a high
rate of speed. The vehicle came to an
abrupt stop at the stop sign, but its front
bumper was in the lane of westbound
traffic. After the car turned back onto
Second, the officer conducted a traffic
stop. He made contact with the driver,
Kelvis William Randle Jr., 24. He told the officer he didn’t have a
driver’s license; dispatch confirmed.
The officer asked Randle to step out of his car, and he placed him
in handcuffs. He conducted a pat down search of the man for weapons and contraband and found a large amount of cash, totaling $
1,068, in his shorts.
Police conducted a search of the vehicle and found a digital scale
and a bank bag containing smaller bags that contained a crystal-like
substance in the glove box.
During the search, a woman walked up to the scene and told police
the vehicle was hers, and she wanted to take possession of it. Since
she knew Randle didn’t have a license and she allowed him to drive
the vehicle, the car was going to be impounded.
The scale and crystal-like substance tested positive for methamphetamine.
Randle is being charged with possession of a controlled dangerous
substance and unlawful possession of drug paraphernalia. He was
released on a $5,000 bond and is scheduled to appear in court on
September 10, 2014.

The Saline (KANSAS) County
Sheriff’s Office was inolved in a
bizarre, 43-minute chase Saturday
morning.
It began when a deputy clocked
a passing car on Interstate 70,
travelling at over 90 mph. The deputy
began pursuit of the driver as he
traveled west towards Salina. The car
was spraypainted with derogatory
statements about law enforcement.
The suspect was able to drive
around spikes that were set up at
the junction of I-70 and Highway 81.
Eventually, the suspect drove into a
soybean field.
Sheriff Glen Kochanowski says the suspect then drove the car in
circles for 40 minutes while law enforcement set up a perimeter
around the field, blocking off the man’s exits. at times, the suspect
threw blankets, CDs and other items out of the car. At one point,
the vehicle slowed down to around 5 miles per hour and the suspect
climbed out and “surfed” on the car’s roof.
The Sheriff says the man was yelling bible verses at officers, making
faces and even flashed peace signs. Deputies did pepper spray the
driver several times while he was inside the car.
The suspect, identified as 29-year-old Aaron S. Jansen of Dover,
New Hampshire, eventually surrendered to deputies. He’s being
held on charges of fleeing and eluding, obstruction, reckless driving
and speeding.
At the time of his arrest, Jansen was wearing a cowboy hat, boots
and a woman’s dress. He also has a warrant out of Dickinson County,
where he is accused of spray painting “Help me” on the tailgate
of a pickup and leaving behind his billfold, which included his
identification.

Tulsa Police say serial rape suspect Desmond
Campbell is dead
Campbell had been in intensive care since being
badly hurt in a single-vehicle crash on Interstate 44
early on the morning of Sunday, June 29, 2014.
The Tulsa County District Attorney’s Office had
called a news conference about the case for 2 p.m.
July 8, but that was before news of Campbell’s death
broke.
Documents released detailed the evidence Tulsa
Police had against Campbell.
The documents also contained details of the attacks which the victims gave police.
The Oklahoma Highway Patrol reported that Campbell wrecked a car just
before 6 a.m. on Sunday, June 29, 2014. Troopers said he hit a large sign
post near Sheridan and listed the possible cause as sleepiness. The wreck
happened just minutes after the last sexual assault police have attributed to
Campbell.

An Anadarko woman was arrested for hiding
drugs where she probably thought was a very
good hiding spot.
Fortunately for police, she gave up the location early and didn’t make them play hide and
seek.
According to the affidavit, a Chickasha officer
stopped a vehicle at 4:35 a.m. July 6 because the
vehicle had a broken windshield and improper
tag light. It was a long time before the driver
pulled over, and the officer suspected that the
vehicle’s occupants were hiding something.
The officer recognized the driver of the vehicle as a man currently
on bond for meth distribution charges. The passenger was 58-yearold Vicki Dale Plunk.
The officer asked Plunk why it took so long for them to pull over.
He was about to get an answer he didn’t want.
According to the affidavit, the officer could tell Plunk knew he was
going to find drugs on her. He was, but he probably wasn’t expecting
them to be where they were.
Plunk told the officers she would just get the drugs so they didn’t
have to search for them.
After she told him she had methamphetamine stuffed up inside of
her, the officers were probably extremely grateful.
Plunk stepped out of the car and removed the items from her,
ahem, lady parts.
Inside one of the baggies (yes, there were more than one…impressive, huh?), there was a white crystal-like substance. Police also
found a digital scale in the vehicle.
Thank God that wasn’t up there, too!
A warrant check revealed that Plunk had a valid warrant in Grady
County. An officer transported Plunk to the Grady County Jail.
Plunk is being charged with possession of controlled dangerous
substance and unlawful possession of drug paraphernalia. She was
released on a $5,000 bond and is scheduled to appear in court on
July 30, 2014.

field, you probably shouldn’t be driving!
Every good country boy knows that,
right?
Not 45-year-old Jay Forrest Henderson.
Either he’s not good, or he’s not a
country boy.
The Chickasha man was arrested because he allegedly got behind the wheel
of a vehicle after a long day of alcohol
consumption “in the field.”
On July 6, a Grady County deputy
saw a silver truck traveling east at a high rate of speed on state Highway 62. The deputy attempted to catch up to the speeding vehicle,
and noticed that it weaved across the road, traveling over the dividing white line and back onto the shoulder, the affidavit states.
The deputy stopped the vehicle and made contact with Henderson.
He asked Henderson to step out of his truck, and noticed that the
man was unsteady on his feet. He asked Henderson if he had been
drinking; Henderson told him yes.
When he asked Henderson how much, the man honestly replied, “I
really don’t know. I have been drinking all day in the field.”
Henderson failed the sobriety tests, and the deputy transported
him the jail.
Henderson agreed to a breath test, and the results indicated that
his blood alcohol level was .14. During a search of Henderson’s truck,
the deputy found a half-empty bottle of bourbon in the driver compartment.
Henderson is being charged with driving a motor vehicle while under the influence of alcohol. He was released on a $10,000 bond and
is scheduled to appear in court on August 7, 2014.

A Verden man with a 12-pack of beer and a small bladder was arrested for a DUI in the early morning hours of July 5.
Too much 4th of July partying perhaps?
According to the affidavit, a Verden police officer was watching the
intersection of CS 2750 and Boundary Street at approximately 1:10
a.m., when he saw a vehicle traveling west on Boundary with a headlight out. The officer pulled the vehicle over.
As soon as he approached the driver, Robert Lee Klinekole, 26, the
officer noticed a strong odor of alcohol. He also saw an open 12-pack
of beer directly behind the driver’s seat. He asked Klinekole to step
out of the vehicle for field sobriety tests. Klinekole slowly exited his
vehicle and had trouble maintaining his balance while walking back
to the patrol car.
Klinekole performed poorly on the tests, and the officer placed him under arrest.
The drunken man told the officer he needed to pee, but the officer told him he needed to
wait until they were at the jail. Klinekole told the officer he couldn’t hold it, and the officer told
him to hold it, or he would be charged with destruction of public property.
Klinekole instead just peed on himself.
During a search of the vehicle, the officer found an open can of beer behind the driver’s seat.
Klinekole is being charged with driving a motor vehicle while under the influence of alcohol
and transportation of an open container. He was released on a $5,000 bond and is scheduled
to appear in court on August 7, 2014.
