Kevin Randal Hill, 30, of Ft. Sill, was sentenced
April 5 to serve 144 months in federal prison for
child abuse of his 5-month-old daughter.
According to court records and information from
the plea hearing and sentencing, Hill had recently
been medically discharged from the Army and was
living on post at Fort Sill with his wife—an active
duty soldier—when he abused their 5-month-old
daughter.
At the plea hearing, Hill admitted that on January
28, 2011, while his wife was away from home performing Army field exercises, he slapped,
shook, threw, and dropped the baby onto the floor, where he then sat on her. Hill also admitted that on January 30, 2011, while his wife was still performing Army exercises, he slapped,
squeezed, and slammed the baby onto the couch, then pushed his weight into her, causing
her to stop breathing.
Medical evidence at the sentencing hearing established that Hill’s abuse resulted in a fractured skull and severe, permanent brain damage to the baby. Medical testimony established
that the child now suffers from severe cerebral palsy and epilepsy, which is expected to significantly shorten her lifespan.
Hill presented testimony and evidence at sentencing regarding a diagnosis for post-traumatic stress disorder related to his three deployments to Iraq and Afghanistan.
Hill was indicted on May 4, 2011. He pled guilty to two counts of committing child abuse
on November 4, 2011.

A Lawton man was taken into
custody in Chickasha April 15 after he was making quite a scene at
the Best Western on S. 4th St.
Chickasha Police were called
to the hotel just after 2 a.m. that
morning in reference to a man,
later identified as Albert Damon,
48, of Lawton, trying to break into
several vehicles in the parking lot.
When officers arrived, they
made contact with Damon, who
was still in the parking lot. He was
very unsteady on his feet and had slurred speech when he
spoke. Officers also noticed he acted very confused when
answering simple questions. He was given a field sobriety
test and failed it, and finally admitted to drinking at least
two beers.
Damon was placed under arrest for public intoxication
and transported to Grady County Jail.

Clayton Lockett
Convicted and sentenced to Death
in the 1999 murder of Stephanie
Nieman.
The spree in June, 1999, began
when Lockett and two others
forced their way into Bobby Bornt’s
residence in Perry, police said.
Nieman, 19, of Perry and another
19-year-old from Perry arrived at the
home and were accosted by the men
and had their hands bound with duct
tape. One of the women was raped.
Authorities said the women did not know the suspects. Bornt,
his nine-month-old son and the two women were taken to a
location in Kay County where Neiman was shot. Police said
the others were put back in trucks, driven back to Perry and
released. The child was not harmed. Neiman’s body was
found in a shallow grave along a dirt road near Tonkawa.
One of the suspects led police to the body. The woman’s two
friends have said they believed they were allowed to live
because they had children. In addition to the murder charge,
Lockett was found guilty of conspiracy, fi rst-degree burglary,
three counts of assault with a dangerous weapon, three
counts of forcible oral sodomy, four counts of fi rst-degree
rape, four counts of kidnapping and two counts of robbery by
force and fear.
Alfonzo LaRon Veasey Lockett, 19, of Ponca City and
Shawn C. Mathis, 27, also have been ordered held for trial in
Neiman’s death. The Locketts are cousins from Ponca City.

OK Jailbirds is cooperating with the efforts of Oklahoma
Department of Human Services to impact the huge social
problem of irresponsible parents who are not paying the
child supports ordered by our courts.
If these biological-only parents won’t honor the courts
order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services
Child Support HotLine at 1-800-522-8014
It’s ALL about the KIDS!
Importance of Child Support
Children are our future and child support helps make sure they have a chance at a
productive life. Children have the right to get support from both parents and do not
lose this right when a parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children, taxpayers often pay the cost
of raising children. When children receive public assistance and their parents pay no
child support, all taxpayers bear the cost of supporting the children.

A Gracemont man now faces felony
domestic assault and battery charges
after he choked his wife out and put a
gun to her head when she told him he
couldn’t go to the casino.
Formal charges were filed April 23
against Loyd Frederick, 49, in Caddo
County District Court. His bond was
set at $10,000.
Frederick’s wife told Officer James
Pate that it all started when she told
her husband he could not go to the
casino in Anadarko, according to the
affidavit. She said he then pushed her
down to the ground and choked her out. He then went to the bedroom, got one of his guns and placed it to her head. She added
she tried to dial for help, but he kept taking the phone away from
her.
While the wife and Pate were outside their home talking, Frederick walked outside onto the porch with a cold brew in his hand.
When he saw them, he set the brew on the porch and went into
the yard toward them yelling. After arguing with Pate for a few
minutes, he took off running toward the house. Pate quickly
caught up to him, cuffed him, and transported him to the Caddo
County Jail on a complaint of domestic assault and battery.
At the jail, staff were just about to place him in a cell when he
ran head-first into a wall, causing a large gash to the top of his
head. He tried to get up and run into the wall again, but officers
stopped him from doing any more harm to himself.
Jail staff then called EMS and he was transported to the hospital to get checked out.
Frederick’s initial court appearance is scheduled for May 14.

Well, spring is in full swing, and
with that comes the potential for
severe weather. Ever since we were
kids, we’ve been drilled on what to do in the event of a tornado or
other significant weather event. Our school systems have drills, our
workplaces have drills, and our cities test our early warning sirens
every week. But what if we aren’t at home, work or school? What
if we are going to or from those places, or just out and about in
our vehicles? Not much emphasis is placed on this, so I thought I
would put down some tips on what to do if you are faced with this
situation.
First and foremost, DON’T PANIC! Be prepared at all times when
driving to take evasive action or drive to shelter. Part of this means
being aware of your surroundings at all times to know where shelter
is. Bad weather doesn’t just appear out of nowhere, so when you
are driving in bad weather, be thinking of what you will do if bad
weather turns worse!
Vehicles are extremely dangerous in a tornado. If the tornado is
visible, far away, and the traffic is light, you may be able to drive out
of its path by moving at right angles to the tornado. Otherwise, park
the car as quickly and safely as possible -- out of the traffic lanes. It
is safer to get the car out of mud later if necessary than to cause a
crash. Get out and seek shelter in a sturdy building. If in the open
country, run to low ground away from any cars (which may roll over
on you). Lie flat and face-down, protecting the back of your head
with your arms. Avoid seeking shelter under bridges, which can
create deadly traffic hazards while offering little protection against
flying debris. One thing to remember though, is that some of these
options may be your only option of shelter, so if its all you have, use
it!
Also, please don’t chase the storm! I know that the awesome
power of nature is a big attraction to some people, but driving
towards tornadoes is a big risk. Tornadoes are unpredictable,
fast, and unforgiving. Given that they can pick up cars and trucks
and deposit them hundreds of yards away, we should respect that
power and avoid it at all costs! Another thing to think about is the
aftermath. Emergency services will need to respond to injuries,
rescues, etc. If you put your vehicle in the way, and it becomes
disabled, destroyed, etc., you run the chance of hindering that
response. As always, thanks for reading, buckle up and be safe!

A very drunk and out-of control driver was finally taken
into custody April 27 after he ran countless other drivers off
the road and eventually crashed into a Hinton car dealership.
According to the police affidavit, Hinton Police Officer
Chad Geraughty, along with Chief Shanon Pack, were on
routine patrol when dispatch alerted them to a blue Ford Focus driving all over the road at a high rate of speed, running
in and out of ditches, and forcing cars off the roadway by
traveling into oncoming traffic.
Geraughty activated his emergency lights and headed toward the area where the Focus was last reported.
The two found the Focus, driven by Patrick Ruth, Jr., 49,
of Chickasha, going south on N. Broadway at Chenoweth Hill
at a high rate of speed in the wrong lane. Other vehicles on
the road were running off into the ditch to keep from getting
slammed in to head-on.
As soon as Ruth saw the flashing lights of the patrol car, he got back into his lane, crossed
over the fog line, and slammed on his brakes, coming to a complete stop. When Geraughty
pulled in behind the Focus, Ruth sped off, eventually reaching speeds of around 100 mph in a
65 mph zone, still swerving into oncoming traffic and forcing other drivers to ditch their cars.
At one point, he drove 90 mph in a 25 mph zone, all during rush hour traffic.
At the England Ford dealership, Ruth’s front passenger tire blew and he lost control of his
Focus. The car veered into the dealership and crashed into a brand new car. Pack and Geraughty got out of their patrol car and Ruth did too, his arms swinging. Ruth grabbed Pack’s
shirt and Pack took him to the ground.
Ruth was a handful. They tried everything they could to get him under control: sitting
on him, holding his head, locking his arms, but Ruth still fought tooth-and-nail with the
officers. A citizen then joined in to help subdue him, and then three deputies from county
showed up to wrap up the arrest.
At the county jail, Ruth still would not behave, so he was placed in leg irons, cussing and
spewing profanities the whole time.
Ruth was charged with eluding a police officer, two counts of assault and battery upon a
police officer, and DUI. Bond was set at $100,000 and he is scheduled to appear in court May
30 for his initial appearance.
And the race is on...

Police in Texas said a pair of attempted robbers
were scared off when their own gun went off during
the crime.
Investigators said two men with their faces covered walked into the Valero Corner Store on Culebra
Road in San Antonio and demanded cash from the
clerk. However, the men fl ed empty handed when
one of their guns accidentally went off. Police said
there were no injuries and offi cers are searching for
suspects.
A 20-year-old man is scheduled to appear in court
on charges that he impersonated a police offi cer.
Chadwyck Voegeli of Fort Wayne was arrested after
he attempted to pull a car over with what appeared
to be a phone displaying red and blue fl ashing lights.
He pulled up next to the car laughing until he saw
the person he attempted to stop fl ash a Fort Wayne
police badge. Two off-duty offi cers were riding in the
car in front of Voegeli. The suspect tried to drive off
but the offi cers followed him to a bar off Leo Road.
Uniformed offi cers arrived at the scene and after a
short chase on foot through the bar, Voegeli was arrested.
A man was given a three-day jail sentence for contempt of court after his wardrobe didn’t pass judicial
muster. LaMarcus D. Ramsey, 20, was in Autauga
County Circuit Court to enter a plea on a charge of
receiving stolen property. Circuit Judge John Bush
took exception to the fact that Ramsey’s blue jeans
were sagging too low. The three-day stint will be
served in the Autauga Metro jail.
“You are in contempt of court because you showed
your butt in court,” a visibly irate Bush told Ramsey.
“You can spend three days in jail. When you get out
you can buy pants that fi t, or at least get a belt to hold
up your pants so your underwear doesn’t show.”
A woman was arrested at her step son’s Boy Scout
meeting. While watching a policeman demonstrate
his drug dog’s ability, the dog found a bag of grass
in her purse.
R.C. Gaitlan, 21, walked up to two patrol offi cers
who were showing their squad car computer felonlocation equipment to children in a Detroit neighborhood. When he asked how the system worked,
the offi cer asked him for identifi cation. Gaitlan gave
them his drivers license, they entered it into the
computer, and moments later they arrested Gaitlan
because information on the screen showed Gaitlan
was wanted for a two-year-old armed robbery in St.
Louis, Missouri.

Every year during Prom and graduation season,
there are many reports of parents going to jail for
hosting parties and providing alcohol to minors at
their homes. Do you think it is okay to provide alcohol
to minors under any circumstances?
Poll
Michelle M: I have allowed my own
two children to try a beer and also a
mixed drink but they had to remain at my
home, not out with friends experimenting or placing themselves or anyone else
in danger. It satisfies the curiosity and allows me to be present to supervise without worry. They and their friends now
call me and ask if I can be a DD or if I
will come get them in the middle of the
night, they also come home to my house
to drink as they are of age now to do so.
They are at least comfortable knowing
that MOM will be there to make sure they
are cared for and no harm is brought to
any of them. My children were the only
ones drinking unless the other parents
were present as I was responsible for my
children and they were to be responsible
for theirs. It was an understanding we
shared as parents.
Elaine B: NO NO AND DEFINITELY
NO!! I lost a good friend of 14 years when
he was just a month shy of his 16th birthday and getting his license.
Jennifer N: I don’t think it’s right
that you can take a bullet for our country
at 18, but you cannot take a drink in it till
you’re 21. That said, 21 is the legal drinking age -- I’m not hosting any parties and
I’d be on the warpath if another adult encouraged my kids to break the law...
Jennifer L: I’ve Never Really Been
A Drinker & There’s No Way My Mother
Would Have Let Me, But Being 20, I’ve
Been To A Few Parties That Had Parents.
They Didn’t Let Anyone Drive Or Anything If They Had Been Drinking. I’m Not
All For It But I’m Also Not All Against
It. It Depends On Who The Parents Are
& What Kind Of People They Are. They
Prolly Only Allow It, Because They Know
The Minors Would Be Supervised & It
Also Depends On The Age Of The Minors
As Well. I’m Just Saying, If My Kid Was
Gunna Drink, I’d Rather Them Drink In
Front Of Responsible Adults, Then To
Go Out Backroading Or What Have You
With A Bunch Of Irresponsible Kids.
AuntTerra M: It’s against the law.
Would not risk getting my mug in OKJailbirds
Mark C: And let me guess here...just
a HUNCH: Every one of you that think
it’s OK for minors to drink also sit around
and moan, bitch, gripe and complain
about SMOKERS too, right? Uh huh...
thought so!
Stephanie M: Yes! Letting your
child drink in your supervision is better
than them keeping it from you! Hate to
tell you but more teens drink than what
society wants to believe ..... why not take
the time to teach your kids how to be responsible about it? I was taught early on
what it does and i used to have a beer or
two with my grandmother (not here in
the states).
Donna T: Absolutely NOT, under any
circumstances would I provide my child
liquor!!!!!!! Parents ought to be arrested.
Murdock H: I think if it’s in your
home with your own kids it’s totally fine,
especially at 18. If you can be sent off to
serve and possibly die for your country,
you ought to be able to have some drinks.
Doug F: Law is the law and no parents should set examples that are right
not how to break the law. I’ve raised four
and they never had parties by me
Adam O: When supervised and moderated by responsible parents, yes. Compared to them sneaking around and hiding the fact that they are drinking, its a
no brainer.
Darlene L: I don’t agree with Parents
providing Alcohol to teens in their own
home. It amazes me how some parents
find nothing wrong with watching their
children and other people’s children getting drunk while under their care. The
parents should go to jail in my opinion.
Susan W: No. Its scientific fact that
a high school age child’s brain is not fully
developed. Why potentially cheat your
child out of that development?

A Temple woman was taken into custody after she threatened
deputies with a knife.
Rhiannon Anderson, 31, was charged in Cotton County District Court with several misdemeanors, including malicious
injury to property, carrying a concealed weapon other than a
firearm, threatening to perform an act of violence, and disturbing the peace.
According to the affidavit, deputies were called to the 200
block of W. Texas in Temple about a woman causing all kinds of
problems with a knife. It was also reported that she slashed the
tires on a pickup and refused to leave.
When Deputies Johnston and Barker arrived at the home,
they met with two men in the driveway. Johnston asked where
Anderson was, and one of the men told him that she was in the
house and had a knife.
The deputies went to the house and knocked on the door. After several minutes of speaking with another man inside, he finally let them in. They found Anderson in a back bedroom.
“Deputies... we need to talk,” Johnston told her through the door.
“Do you have a f**king warrant?” she spewed back.
“We don’t need a warrant to talk,” he replied. “Come out and talk.”
“If you come in here,” she warned, “you better be ready to shoot me because I have a knife
and I’ll cut you!”
The deputies asked Anderson many, many times to come out of the bedroom and talk to
them, but each time she responded with a threat to cut them.
Finally, Johnston went around to the bedroom’s other entryway, went inside the room,
and saw Anderson standing with a 12” butcher knife in her hand. Just then, she plunged the
knife into the door that Barker was standing behind, reached for her back pocket and started
toward Johnston. Johnston caught her, spun her around, and placed her in cuffs as Barker
entered the room.
“Do you have any more weapons on you?” Barker asked Anderson.
“Yes,” she replied. “In my back pocket.”
Barker then pulled out a 4” meat cleaver from her pocket.
Anderson was transported to the Cotton County Jail and booked.

A Grandfield man was arrested in Cotton County after he
admitted to OHP that the marijuana inside the truck he was
riding in was his.
According to the police affidavit, an OHP trooper pulled
over a pickup truck with a dim tail light April 6 on Highway
70 just west of Highway 36. Inside were two men, Stephen
Grounds, 23, of Grandfield, who was driving, and Shawn Nix,
41, also of Grandfield, in the passenger seat.
While the trooper was speaking with the men, he could
smell the strong odor of booze coming from inside the cab.
Grounds said he had had a couple of beers several hours before.
The trooper asked both men to step out of the truck, and
when they did, he noticed a broken beer bottle on the floorboard and a joint in the seat
where Nix had been sitting. Nix admitted the joint was his, and when asked if he had
any more drugs or weapons on him, he produced a large bag of marijuana from his shoe.
Grounds was not under the influence, but was cited for driving under suspension. Nix
was charged with possession of CDS, second offense, and unlawful possession of drug
paraphernalia AFCF.
If the shoe fits...
Answer: The first thing to understand in this discussion is that
there is only one race—the human
race. Caucasians, Africans, Asians,
Indians, Arabs, and Jews are not
different races. Rather, they are
different ethnicities of the human
race. All human beings have the
same physical characteristics (with
minor variations, of course). More
importantly, all human beings are
created in the image and likeness
of God (Genesis 1:26-27). God
loved the world so much that He
sent Jesus to lay down His life for
us (John 3:16). The “world” obviously includes all ethnic groups.
God does not show partiality or favoritism (Deuteronomy 10:17;
Acts 10:34; Romans 2:11; Ephesians 6:9), and neither should
we. James 2:4 describes those who discriminate as “judges with
evil thoughts.” Instead, we are to love our neighbors as ourselves
(James 2:8). All forms of racism, prejudice, and discrimination are
affronts to the work of Christ on the cross.
Jesus commands us to love one another as He loves us (John
13:34). If God is impartial and loves us with impartiality, then we
need to love others with that same high standard. Jesus teaches in
Matthew 25 that whatever we do to the least of His brothers, we
do to Him. If we treat a person with contempt, we are mistreating
a person created in God’s image; we are hurting somebody whom
God loves and for whom Jesus died.
Racism, in varying forms and to various degrees, has been a
plague on humanity for thousands of years. Brothers and sisters of
all ethnicities, this should not be. Victims of racism, prejudice, and
discrimination need to forgive. Ephesians 4:32 declares, “Be kind
and compassionate to one another, forgiving each other, just as in
Christ God forgave you.” Racists may not deserve your forgiveness,
but we deserved God’s forgiveness far less.
What does the Bible say about racism,
prejudice, and discrimination?
