On Tuesday March 17th at about 3:00
p.m., the Blackwell Police Department
went to 806 W. Blackwell Ave. Apartment
#903, in Blackwell, on a drug investigation. Officers discovered methamphetamine and drug paraphernalia, as well as
what appeared to be a drug cooking operation.
Fire Department personnel were called
to the area and an entire apartment building was evacuated until the scene was determined to be free of danger.
A drug lab specialist with the Kay County Sheriff’s office was called to the scene.
Also assisting with the investigation was
the Eighth District Attorney’s Drug Task
Force.
Arrested were Tonya Lynn Dapron, 40, and Daniel Loyd
Dapron, 33, both of that address. They were arrested on
charges of Endeavoring to manufacture CDS within 2,000
feet of a park AFC, possession of CDS Marijuana and Methamphetamine AFC, Possession of Imitation CDS with intent
to distribute AFC, Possession of drug paraphernalia.
Both were transported to the Kay County Detention Center; a judge set bond at $50,000.
This investigation was the result of tips from area citizens.

Ponca City woman Abby Rose Whitetail, 37, met a man at a bar and allegedly stole his truck on March 6.
Whitetail was arrested for the theft of the truck, which had a window
sticker on the back that said, “Beer: helping ugly people have sex since…”
According to the affidavit, Kay County deputies were dispatched to the
3100 block of W. North Avenue March 7 to take a stolen vehicle report. A
man told them he had met a girl, later identified as Whitetail, at a bar the
night before. He said she asked him for a ride, but he told her he was too
drunk to drive. He said he then told the woman she could drive his truck to
his residence and wait for a ride.
The man said he went to sleep when he got home and when he woke up to
go to work the next day, the truck was gone.
He provided police with papers that proved the truck was his, and he told
them it had various stickers on the windshield, including the one mentioned about beer and ugly people.
While the victim was filling out a statement, someone called for Whitetail on his phone. He told police in addition to stealing his truck, she must have also used his phone.
The person on the phone said Whitetail was his/her cousin, and she had called from the phone earlier that morning.
Police went to White Eagle to find the suspected truck stealer and on the way, they saw the stolen
truck at a residence in the 200 block of Blue Elk Drive.
The driver was identified as Whitetail.
Whitetail told police she had just picked up the truck from her uncle. She denied stealing the vehicle.
While they were speaking, Whitetail asked the officer if she could have a cigarette from her purse. He
told her he would grab the purse for her -- when he went to grab the bag, he felt Whitetail push him.
She then took off running, but it wasn’t long before police officers had her in handcuffs.
She was then transported to jail.
Whitetail is being charged with larceny of an automobile. Her bond was set at $10,000, and she is
scheduled to appear in court on March 25, 2015.

With this most recent ice and snow storm
that gripped Oklahoma, there obviously were
some significant obstacles to safe driving. One
that I have noticed, that doesn’t really get a lot of attention, is the visibility that
is obstructed by iced over windshields and windows on vehicles. I’m going to
touch on some of that, to try to raise some awareness about it, and give some
tips to help us stay safe.
We’ve all seen it...a vehicle coming down the road with just a small hole
scraped in the windshield so the driver could see the road. Every time I see it, I
cringe! The law that governs this is Oklahoma State Statute 47:12-404.C, which
states: “No person shall drive any motor vehicle with any sign, poster, other
non-transparent material, or debris, including but not limited to snow, ice, or
frost upon the front windshield or the side wings, or side or rear windows......
which obstructs, obscures, or impairs the driver’s clear view of the highway
ahead or to either side or of any intersecting highway.” What this means to
the everyday driver is that the little hole you scraped to drive by, just won’t cut
it! While compliance is the goal, the reason is safety! Obviously the chances of
an accident drastically increase as visibility decreases...so why limit our vision
to just a small hole out the front windshield?
There are several ways to clear those windshields, both mechanically and
chemically. A simple ice scraper has been the preferred method for as long as
most people can remember. They are inexpensive, and easy to find. Another
method is simply to go out 10 minutes before you leave, start your car up,
and get the defroster going! When the windows are clear, you are good to go.
Still another way is to obtain any number of chemical de-icing sprays that are
available at most stores. Don’t pour hot water on your windows, as the change
in temperatures can cause your window to crack or break!
While we are talking about it, lets not forget about those side and rear
widows. A significant percentage of accidents happen while backing, so it
stands to reason that we need to be able to see out our back glass as well as the
front. Side windows are no different, no one wants to be struck by a vehicle they
couldn’t see when they pull into an intersection. After you finish with those side
windows, go ahead and hit those side mirrors as well!
All of these suggestions simply take a little extra time, and sometimes money,
but the time and money pale in comparison to the impact on time and money
that an accident will have on you, or others. As a safe, courteous driver, you owe
it to yourself and your fellow drivers! Thanks for reading, buckle up and be safe!

An 18-year-old Bartlesville man was arrested March 7
after he allegedly attacked his underage drug dealer for
shorting him on weed.
At approximately 1:30 p.m., a Bartlesville officer was
dispatched to the 900 block of south Wyandotte due to
some people yelling and fighting in the street. When he
arrived, he made contact with five men; one of them was
identified as Lucas Ray Page.
A few of the men present told the officer that they were
at a nearby residence checking on their 14-year-old friend
who had been assaulted the night before. Page admitted
to being there when the victim was attacked.
The 14-year-old told the officer he was walking home around 2 a.m. when a
vehicle pulled up behind him and started honking. He said he was then slammed
to the ground and punched in the face. The juvenile male identified his attacker
as Page and said Page took $50 out of his wallet.
The victim had multiple injuries, such as a busted lip and scratches on his
arms.
The officer placed Page under arrest.
Page told the officer he drove two men to buy marijuana from the victim. When
the victim tried to short them on some mary jane, he and another man jumped
out of the car and attacked him. He said they then grabbed the weed and took off.
Page insisted he never touched the victim’s wallet.
Page is being charged with robbery first degree. He was released on a $25,000
bond and is scheduled to appear in court on March 27, 2015.

A 26-year old Cushing resident who flagged down police is probably wishing he hadn’t.
Thomas Plummer flagged down two Cushing police
officers as they made their rounds near 2nd and Steele
Street early March 15th morning.
The officers ran Plummer’s name and found that he
had four outstanding warrants in Payne County.
When they tried to arrest him, police say Plummer
raised his hands above his head as he backed away and
told them, “I gotta show you something.”
The officers grabbed Plummer’s arms and secured
them.
When asked what he wanted to show them, Plummer told the officers that he
had a gun in his jacket pocket.
A search revealed a loaded revolver containing three live 9mm rounds, a folding
knife with brass knuckles, and a homemade glass smoking pipe that contained a
chalky residue. The residue tested positive for methamphetamine.
The entire incident happened less than 500 feet from a park.
Plummer was arrested and taken to the Cushing Police Department, where he
was held on a complaint of possession of a controlled dangerous substance within
1000 feet of a park, possession of drug paraphernalia, possession of a firearm
while in the commission of a felony, possession of metal knuckles, along with the
four outstanding Payne County warrants.

Skiatook man Dustin James Gallagher will probably always
remember his 35th birthday, because it was the birthday he
found himself behind bars.
No blowing out candles in jail!
According to the affidavit, a Skiatook officer stopped Gallagher’s vehicle in the 600 block of W. Rogers Boulevard shortly
after 5 p.m. on March 7 due to the man’s reckless driving. The
officer smelled alcohol as soon as he made contact with Gallagher, and he noticed the man’s eyes were red and watery.
He asked the man to step out of the vehicle; Gallagher was
unsteady on his feet.
When the officer asked him how much alcohol he had consumed, Gallagher slurred that it was his birthday and he’d
had “3 or 4 beers.” While they were speaking, the officer could
also smell marijuana.
Gallagher admitted to smoking weed earlier that day.
When the officer asked Gallagher if he would take standard field sobriety tests, Gallagher
told the officer he was only a mile from home, and the officer should just let him leave.
He said, “I don’t need to take any tests -- just let me go home.”
Tough cookie, birthday boy!
The officer went to place the man in handcuffs, but Gallagher pulled away and resisted.
Once the officer had him in cuffs, he patted the man down. He found a wooden case containing a metal pipe and some marijuana. He placed the man in the patrol car.
Gallagher continued to be a bad birthday boy -- he kept putting his foot in the doorway
so the officer couldn’t close it. Eventually the door was closed and Gallagher was locked up.
Gallagher is being charged with driving a motor vehicle while under the influence of alcohol and drugs, possession of controlled dangerous substance, unlawful possession of drug
paraphernalia, resisting an officer and unsafe lane use. He was released on a $3,000 bond
and is scheduled to appear in court on April 17, 2015.

Overnight on March 3, the Sallisaw Police Department requested
OSBI agents assist with a homicide
case.
Just before midnight, officers were
dispatched to a call of a woman deceased in her car in the area of 800
Ruth Street. Officers found Karen
Gregg, 56, dead inside her vehicle
with what appeared to be a gunshot
wound to the head.
A witness driving by the area saw a man standing outside the
vehicle and then heard a loud pop the witness believed was a
gunshot. That witness was able to give officers a description of
the man.
Agents and officers recovered several items of evidence at the
crime scene which linked back to Gregg’s son, Jessie Mosby,
35, as did the eyewitness description. Investigators located
Mosby at the home he shared with his mother for the past several months.
Evidence located in the room where he was found relate back
to the murder weapon. The possible murder weapon was found
that morning in a yard on Druery Lane.
Mosby was arrested for the first degree murder of his mother
and booked into the Sequoyah County jail.

Cleveland man Rocky Wilson, 29,
found himself in the back of a cop car that
he almost hit in the intersection of Caddo
and Broadway Street on March 13.
According to the affidavit, a Cleveland
police officer went to turn onto Caddo
from Broadway at approximately 7 p.m.,
when he heard an engine rev up and saw
a huge “plume” of smoke coming from a
truck’s exhaust. The truck then sped toward the patrol car at a high rate of speed.
The officer braced for impact, but luckily,
the truck managed to barely miss him.
The officer stopped the truck and recognized the driver as Wilson from previous contact. Wilson told the officer he didn’t have a
driver’s license. The officer asked the man to exit his vehicle. Wilson
asked if he was being detained. The officer told him yes, for not having a license.
Wilson exited his vehicle, but he became belligerent and argumentative with the officer. The officer asked him for his full name.
At first, Wilson told the officer, “I don’t have to answer any f------
questions!”
When the officer placed the man under arrest, he then told the officer his name and date of birth.
Another officer arrived on scene and advised he saw Wilson accelerate towards the arresting officer’s patrol vehicle. On the way to
jail, Wilson admitted he had seen the patrol car turning in the intersection.
Wilson is being charged with assault with a dangerous weapon
and driver’s license to be carried. He was released on a $5,000 and
is scheduled to appear in court on March 24, 2015.

Texas and Southwestern Cattle Raisers Association
Special Ranger Ben Eggleston is seeking information
on the theft of 1,121 head of Holstein/Jersey cross
steer calves from a Braum’s dairy farm in Follett,
Texas.
Employees at Braum’s Farms noticed the steer
calves, weighing from 300 to 750 pounds, were
missing after doing their 2014 yearly inventory. The
dairy farm is located on the border of Lipscomb
County, Texas and Ellis County, Okla.

On March 6, 1969, the first woman placed on the FBI's
Most Wanted list goes before an Oklahoma City judge after
her true identity is discovered a day earlier by OSBI fingerprint specialists.
Ruth Eisemann-Schier was wanted for her role in the kidnapping of Barbara Mackle from an Atlanta, GA, motel December 17, 1968.
Schier was using an assumed name when picked up at a
Norman drive-in restaurant several months later where
she worked as a car hop. Schier was living under the name
Donna Willis when she applied for a job at the Central State
Hospital in Norman. As stated in an article printed by The
Daily Oklahoman,
“As a routine procedure, she was fingerprinted and her fingerprints were sent to the crime bureau for a check against
criminal records. They were received Tuesday night. Mrs. Jean Price, a fingerprint technician at the crime bureau two years, noticed Wednesday morning that the prints matched
those of Ruth Eisemann-Schier.”
FBI Director J. Edgar Hoover sent a letter of appreciation to the OSBI applauding the efficient work and cooperation with the FBI by OSBI Bureau Chief Carl Tyler; Chief Agent Tom
Puckett; Paul Boyd, head of the identification division; and Mrs. Jean Price.
