Trial Ends in Conviction of Enid Man on
Methamphetamine and Firearm Charges
Jerry James Kendall Ritchie, 32, of Enid,
has been convicted after a two-day jury
trial of possessing methamphetamine with
intent to distribute and two counts of illegal
possession of a firearm, announced First
Assistant U.S. Attorney Robert J. Troester.
An indictment filed on November 13,
2018, charged Ritchie with possession of
13.9 grams of methamphetamine with intent to distribute, possession of a firearm
after a felony conviction, and possession
of a firearm in furtherance of drug trafficking.
Beginning on April 9, 2019, a jury heard evidence that Enid Police Department officers stopped a Buick SUV driven by Ritchie on
October 19, 2018, at approximately 7:06 p.m. for a traffic violation.
When officers apprehended Ritchie after he fled on foot, he refused
to place his hands in the air and was pulled to the ground and
handcuffed while yelling and cursing. Officers ultimately discovered
a loaded semi-automatic pistol in the SUV, along with bags with a
white substance that tested positive for methamphetamine and two
digital scales. Ritchie is alleged to be a member of the Universal
Aryan Brotherhood.
Jurors returned unanimous guilty verdicts on all three counts on
April 11.
U.S. District Judge Scott L. Palk will sentence Ritchie in approximately 60 days. For the conviction on the drug count, Ritchie could
be imprisoned up to twenty years, be fined up to $1,000,000, and
be subject to three years of supervised release. He could be imprisoned for ten years and face up to three years of supervised release
for being a felon in possession of a firearm. Additionally, possession
of a firearm in furtherance of drug trafficking carries a mandatory
term of five years of imprisonment beyond any other sentence and
three years of supervised release. If, however, the court determines
Ritchie qualifies as an armed career criminal, he would be subject
to a mandatory prison term of fifteen years and a maximum of life.
The charges against Ritchie are the result of an investigation by
the Enid Police Department, the U.S. Department of Homeland Security—Homeland Security Investigations, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives, with assistance from the
District Attorney’s Office for Garfield County.

known as Kate Barnard Community
Corrections Center.
Alexander, 46, was serving 10-year
sentences out of Pontotoc County
for forgery, drug possession, burglary, stolen property possession
and conspiracy.
Alexander is described as Native
American, about 5-feet 8-inches
tall, weighing about 180 pounds,
with red hair and hazel eyes.
KBCCC is now a minimum-security
prison for women, Kate Barnard
Correctional Center.

Oklahoma senator proposes bill to allow counties to decide on medical marijuana legalization
OKLAHOMA CITY – Six months after Oklahoma voters approved a measure
legalizing medical marijuana, an Oklahoma lawmaker has filed a bill that would
allow counties to decide whether or not the measure applies to their area.
In June, over 891,000 voters cast their ballots in regards to State Question
788, which legalizes medical marijuana in Oklahoma. Ultimately, the measure
passed by a majority vote.
Under State Question 788, a person 18 years or older would need to apply
for a medical marijuana license with the Oklahoma State Department of Health
after receiving a note from their doctor. If approved, the patient would then
have to pay $100 to obtain that license.
Since applications became available in August, officials say more than 30,000
patient applications have been approved by the Oklahoma Medical Marijuana
Authority.
Now, an Oklahoma lawmaker has proposed a bill that would allow counties
to decide whether they want to follow State Question 788.
Senate Bill 325, which was authored by Sen. Casey Murdock, would add
restrictions to where medical marijuana can be consumed, sold or possessed.
“A county may, by vote of a majority of the registered voters in the county,
restrict or prohibit the possession, consumption, transport, sale, cultivation or
manufacture of marijuana or marijuana products, or any combination thereof,”
the bill states.
Murdock told KJRH that his measure would give counties flexibility.
“The locals, whether it’s the municipalities or whether it is the local law enforcement, they’re the ones that are going to have to deal with this new law,”
Sen. Casey Murdock (R-District 27) said.

Ye of little faithfulness
Alva woman Erica Jane Corr, 29, was arrested for allegedly assaulting her husband during
a fight at their home on April 29.
Well, soon-to-be ex-husband.
According to reports, an Alva officer was
dispatched to the residence at 11:50 a.m. to
investigate a domestic assault and battery in
progress. When he arrived, Corr’s husband
was waiting for the officer in the yard. She was
inside the home.
The man’s shirt was ripped open around
the neck and down the right sleeve. He said
his wife had admitted to being with another
man, so they were filing for divorce. He started
throwing away some of their wedding stuff when Corr attacked him.
The man said she tore his shirt and hit him with her fists. She also allegedly
grabbed a gun, pointed it at him and said, “I can fix my problems right now.”
The officer went to the home and spoke with Corr, who said she and her
husband were getting a divorce because she had been unfaithful. Corr told
the officer that her husband was tearing up and throwing away pictures from
their wedding. When she tried to stop him, she said she tore his shirt.
The officer asked her if she had punched or kicked the man. Corr looked
down at the floor and admitted that she did.
When asked about the gun, she said she first grabbed the weapon to use
on herself. She then pointed it at the victim. She said she didn’t remember
what she said to him.
Corr is being charged with feloniously pointing firearm and domestic abuse
– assault and battery. Her bond was set at $1,000, and she is scheduled to
appear in court on June 11, 2019.

Convicted Child sex abuser may never
see jail time in Noble County
A Stillwater man convicted of child sexual
abuse in Noble County, may never see one day
inside of the Noble County jail for his crime.
Jessie Lee Armstrong-Monson, 31, was
charged November 22, 2016, with sexual
abuse- child under 12, lewd or indecent proposals or acts to a child under 16, and forcible
sodomy, in Noble County District Court. The
two latter charges were dismissed with costs
after he pleaded no contest at his pre-trial
court date on April 5.
Depending on how long the process takes in Payne County District Court
on their charges, Armstrong-Monson may never see even one day in the
Noble County jail for the charges he was convicted of in Noble County.
During the time he was out on bond and ARMSTRONG-monson
awaiting trial in Noble County, Armstrong-Monson allegedly committed more sex crimes in Stillwater. Court records show
that in February 2019, he allegedly assaulted and raped a witness to the
defense. Reports state authorities were concerned for the welfare of the
children in the case and took them into protective custody, where they
were questioned. One of the children described several accounts of sexual
abuse.
On March 7, 2019, in the Payne County case, Armstrong-Monson was
charged with two counts of domestic abuse by strangulation and first degree rape. On April 29, the courts changed the language in the original
counts and added four new charges- domestic assault and battery by
strangulation, assault and battery with a dangerous weapon, forcible sodomy, and another count of rape in the first degree. His bond was set at
$150,000.
Armstrong-Monson was also charged in Payne County with child sexual
abuse or in the alternative: forcible sodomy, but the case was dismissed
on May 3, but is subject to refiling.
At his pre-trial in the Noble County case in Perry on April 5, ArmstrongMonson pled no contest to the Noble County District Court charges. As
a result, the court found him guilty and sentenced him to 25 years in the
Department of Corrections- serve one year in the Noble County jail with
balance suspended. BUT… “The 1 year jail service will be served in Payne
County, if the defendant is released from Payne County before the 1 year
of service, defendant will be on a writ back to Noble County for service of
balance,” according to Noble County Court records.

On April 17, the Kingfisher man accused of murdering his long-time girlfriend and dismembering her body
made his initial court appearance. The Kingfisher County
District Attorney’s Office filed First Degree Murder and
Desecration of a Human Corpse charges against Steven
Stricker in conjunction with the murder of Brenda Baber.
56-year-old Baber was reported missing on April 4,
2019 by her sister, who had last spoken to Baber by
phone on April 2. On Friday, April 5, the Kingfisher Police
Department requested the OSBI assist with the investigation into her disappearance and possible homicide.
Agents searched the home Baber and Stricker shared
and found enough evidence to take Stricker into custody.
While in custody, Stricker admitted that Brenda was
deceased and that he had dismembered and then burned her body. He also admitted to placing the burned remains in the trash. Agents from the Crime Scene Unit,
along with an anthropologist from the Oklahoma Office of Chief Medical Examiner and officers from the Kingfisher Police Department, collected evidence at the
home that was consistent with human remains. A thorough search of their property
and adjacent property took place, as well as the local landfill.
The Office of the Chief Medical Examiner is still working to positively identify
Baber through DNA.
