OKLAHOMA STATE-WIDE
When two Ponca City men broke into a residence to allegedly
rob it on December 5, they never imagined the 74-year-old female
resident would be waiting for them, can of Raid in hand.
At 12:48 a.m., Ponca City police responded to the residence in
the 100 block of S. Ash and spoke to the victim. She told them she
heard her dogs barking around 12:30. She grabbed a can of wasp
spray for protection and went to investigate, according to the affidavit.
She said she saw a man hiding in a corner in the back bedroom
behind a pink sleeping bag. Thinking quickly, the woman said she
immediately sprayed him in the face in the wasp spray. The man
ran into the sliding glass door trying to get away from the woman
and her can of Raid.
While waiting for police to arrive, she said someone knocked on
her door. A man, later identified as 18-year-old Mickey Leedale
Delano, asked her if she had seen a dog in the alley. She told him
no and said she was waiting for police to arrive. He then took off
running.
Police found the man who was sprayed, 18-year-old Brendan
Austin Lowery, walking in an alley near the 100 block of South
Lake. He was armed with a BB gun, a 12-inch long metal hatchet,
a two-sided knife, a pair of white gloves, a full face black mask and
two pieces of white rope. The officer placed him under arrest.
Lowery kept rubbing his face, as though something was agitating
it. He told police he didn’t want to hurt anyone; he was just in the woman’s home to steal
money and jewelry.
Lowery also told police Delano was with him when he broke into the woman's home. Police went to Delano's home and arrested him for city warrants. He admitted to burglarizing
the house with Lowery.
Delano is being charged with first-degree burglary and conspiracy. He is being held in
lieu of a $100,000 bond and is scheduled to appear in court on February 13, 2015.

Attorney General Warns Oklahomans
of IRS Phone Scam
Oklahoma Attorney General Scott Pruitt is warning
to keep watch of a phone scam making its way across
the state.
The Attorney General’s Office has received a number
of complaints from citizens who received phone calls
from someone claiming to be a representative of the
IRS.
The caller claims the IRS has a case against an
individual and if he or she did not contact the number
given within 24 hours, that person would be arrested.
This particular scam targets the most vulnerable
Oklahomans who may not readily be aware of the
IRS’s procedures.
“It is beyond frustrating that scams like this
continue to be rampant. Unfortunately, we typically
see these types of scams spike during the holidays.
While this is meant to be a season of celebration, Oklahomans should keep their guard
up to protect themselves from such crimes,” Attorney General Pruitt said. “A simple tip
you should always remember, the IRS will never call about a payment or taxes owed
without sending it in writing first.”
Here are some tips to protect you from these types of scams:
• The IRS will always notify you in writing first. They will never contact you by phone
without first mailing you a bill.
• You will never be required to use a specific payment method.
• Never give your credit or debit card numbers over the phone.
• You will not be threatened with being arrested by local law enforcement for not
paying.
If you have been a victim of a scam, report the incident to local law enforcement and
to the AG’s Office immediately. For more tips from the IRS you can visit their website at
irs.gov.

The Choctaw County Sheriff’s Office requested OSBI investigate
an officer-involved shooting near Grant on Dec. 4. The incident
began with a foot pursuit of a subject by numerous law enforcement
agencies.
That pursuit ended in the parking lot of the Choctaw Nation
Casino and Resort located at 1516 U.S. Highway 271 when the
man exited a pickup truck he had stolen and then raised a rifle at
officers. William Lee Honea, 33, of Texas, was shot multiple times.
Two Hugo officers and two Choctaw County sheriff’s deputies fired
their weapons. Honea was transported to a local hospital where he
was pronounced dead.
OSBI agents spent much of the day Thursday at the scene
gathering information and evidence. Today, agents will continue
conducting interviews. Once the investigation is complete, agents will provide the district attorney with
the facts of the case. The district attorney will determine if the shooting was justified.

A Bartlesville man went to jail for
drugs in the early morning hours of
December 14 after an officer pulled
over his buddy for making an improper turn.
According to the police report, a
Bartlesville police officer stopped the
vehicle in the 100 block of N. Cherokee at approximately 2:46 a.m. He
and another officer made contact with
the driver and passenger, identified as
45-year-old Howard Franklin Cook.
The officer checked the men’s information and gave the driver a warning
for the improper turn.
He asked the men if there was anything illegal in the vehicle, such
as guns, bombs, knives or drugs. The driver said he had a knife in the
driver’s door, but that was it.
When the officer asked him if he could search his vehicle, he replied, “Well yeah, go ahead.”
Officers had the men exit the vehicle. In the passenger floorboard,
an officer found a black backpack containing 13 baggies with a clear
crystal substance in them, three straws with a powdery residue, Qtips and two glass smoking pipes. Also in the bag was a wallet with
several cards with Cook’s name on them. The crystal substance fieldtested positive for methamphetamine.
An officer placed Cook under arrest for possession of CDS. The officer told Cook he believed he might also have enough to charge him
with possession with intent to distribute, and Cook told him, “I’m

Cook is being charged with possession of a controlled dangerous
substance and unlawful possession of drug paraphernalia. He was
released on a $3,000 bond and is scheduled to appear in court on

Today, I’m going to re-visit who
has the biggest impact on our new
drivers that hit the road each and every day.
First, the Oklahoma Driver’s Education classes and schools across
the state are second to none, and do a fantastic job of educating our
young drivers on the law, and proper way to safely operate a motor
vehicle. I would like to point to some other folks, who I believe
have a far greater impact on how our youngsters approach driving,
and address them, and that is the adults who these young drivers
look up to: the parents, older siblings, and extended family.
If you fit in this category, please pay attention. I believe that our
kids learn their driving behavior not from the Oklahoma Highway
Patrol, other law enforcement, or driver’s education instructor, but
from you, the parents and family. I know I learned that way! Let
me give you some examples.
You are a dad, and for whatever reason, when you are driving
in town, or on a county road, you just don’t buckle up. Maybe its
because you don’t drive fast in these areas, or have a farm tag and
just don’t have to; however, you do buckle up when you get on
highways or go on long drives. The message you are sending is that
when you are in the vehicle there are certain times that it is OK not
to wear your seatbelt. If dad doesn’t have to do it, I don’t either! In
fact, at least 50% of all accidents happen on county roads, and
you are more likely to be in an accident within 10 miles of your
residence than otherwise. So the real message you are sending is,
don’t buckle up during the times that you are most likely to need it!
Next, mom gets off work at 5:00, and one of the kids has a ball
game in another town at 5:30. She can get there if she speeds. After
all, it is important to get to those activities, and it won’t hurt to
push the speed just a little. The message you send to your kids
is, its OK to speed, as long as you can justify it! The facts are that
unsafe speeds kill more young people 16 to 25 than any other single
thing! The message here needs to be that its OK to slow down and
show up a few minutes late.....it is much better than the alternative,
which is never showing up at all because you’ve been involved in
an accident.
Please remember, when you are driving, you are setting
the example for someone....and they are watching you all the
time. What message are you sending? I hope it’s the one that says,
I’ll lead by example because I love you, and want to do my part to
keep you safe! Thanks for reading, buckle up, and be safe!

A Fairfax man was arrested in Oklahoma City and charged
with larceny of domestic animals. Texas and Southwestern
Cattle Raisers Association Special Ranger Bart Perrier led the
investigation.
Garrett Mitchell Gibson, 26, was arrested by Perrier after
Gibson allegedly stole seven head of cows from a neighboring
rancher located in the Big Bend area of Osage County.
Perrier said Gibson was barricaded in a house closet when
the arrest was made. The Oklahoma City Police Department
took custody of Gibson and transported him to the Oklahoma
County jail. He will eventually be transported to the Osage
County jail.
According to Perrier, Gibson stole and sold the seven head
of cows on three different days in October 2014. Gibson allegedly sold the cattle at three
different livestock markets in Pawnee, Blackwell and Newkirk, all located in north-central
Oklahoma.
The cows belong to an Osage County rancher who pastured the cattle within a couple of
miles of Gibson’s residence.

State troopers lost donations from Pawnee woman Donna
Jean Bowman, 55, when one arrested her for drunk driving on
November 29.
According to the affidavit, a trooper was on patrol when he
was dispatched to a two-vehicle collision in Pawnee County
shortly after 7 p.m. When he arrived, he made contact with
Bowman. He immediately noticed her red, bloodshot eyes and
an “extreme odor” of alcohol on her breath and person.
The trooper asked her if she was the driver of the vehicle that
had hit the other vehicle. She told him in slurred speech, “Yes,
I’m drunk. I’ve had too many.” He asked her how much alcohol
she had consumed before the accident. She told him “a lot of
beer.” When he asked if she had consumed any more booze after the wreck, she said, “No,
let’s get this over with. I’m drunk -- just take me to jail.”
The trooper asked Bowman to walk to his patrol vehicle. Bowman had trouble standing
up on her own and maintaining her balance as she staggered to the vehicle. The trooper explained the sobriety tests to Bowman. During one tests, she flipped off the trooper. During
another, she fell over.
The trooper placed her under arrest and took her to the Pawnee Police Department. During a breath test, her first result was .21. She refused to blow on a second attempt and told
the trooper, “No, f--- you. You just want me to go to jail.”
Um, Bowman, you’re already there!
She also told the trooper, “I hate troopers. I will never donate again. I’m just drunk.”
Yes, and driving while drunk is a crime!
Bowman is being charged with driving a motor vehicle while under the influence. She was
released on a $15,000 bond and is scheduled to appear in court on January 27, 2015.
