I think my loved one takes drugs because he/
she feels depressed—but he’s/she’s depressed
because drugs are overtaking his/her life.
How do we know which problem came first?
It is very possible your loved
one needs to find treatment
for both depression and addiction. This is very common—it’s called “comorbidity,” “co-occurrence,” or “dual
diagnosis” when you have
more than one health problem at the same time. Encourage your loved one to discuss
all symptoms and behaviors with the doctor. There are many
nonaddictive drugs that can help with depression or other mental health issues. Sometimes health care providers do not communicate with each other as well as they should, so you can be
your loved one’s advocate (with his permission) and make sure
all of his health care providers know about all of the health issues
that concern you. People who have co-occuring issues should
be treated for all of them at the same time. For more information

A lucky lottery ticket turned out to be not so lucky for a Florida store clerk,
who’s accused of stealing it from a “customer.” The reason “customer” is in
quotes is because, per the Miami Herald, he was actually an undercover agent
for the Florida Lottery on a routine visit to a Winn-Dixie Liquor store in Fort
Myers. The agent says he went up to the counter with a winning ticket worth
$600, but when he handed it to 42-year-old Crystelle Yvette Baton to cash it
in, she gave him a lot less—just $5, taken right out of her own pocketbook—
after scanning it in and realizing its worth. Baton was arrested when the agent
returned a short time later and charged with larceny grand theft; the winning
ticket was found stashed between the pages in her notebook.
Police in West Virginia say a suspected bank robber was captured after taking a cab to the heist. Ryan Michael Stepanian was arrested in the robbery of a
Charles Town bank and another bank heist in nearby Ranson, the AP reports.
Cab driver George Lyon says he took Stepanian from an apartment complex to
the Charles Town bank for what Stepanian said was a routine matter. Afterward
Lyon dropped him off at a park. Lyon says he then recognized Stepanian’s
photo on social media from the earlier robbery and notified police. Stepanian
was later arrested. Charles Town police said in a news release that Stepanian
was found with an undisclosed amount of cash and a bank-robbery note. (This
bank robber was caught after using his own debit card at the teller window.)
Doughnuts and arrests appear to be inextricably linked in the life of North
Carolina man Bradley Hardison. The 27-year-old—who was arrested in 2014
after he won the doughnut-eating contest at the Elizabeth City Police Department’s National Night Out Against Crime event, helping officers who’d been
seeking him in connection with two felony burglaries track him down—has
been charged with robbing a doughnut shop, the Virginian-Pilot reports. Police
in Elizabeth City say Hardison, who became champ by eating eight glazed
doughnuts in under two minutes, has been charged with offenses including
felony breaking and entering and felony safe-cracking in connection with a burglary at a Dunkin’ Donuts in November. It’s not clear whether Hardison helped
himself to any doughnuts during the alleged crime, the AP reports.
Police say a getaway car ran out of gas after an armed robbery near Atlanta,
leading to the speedy arrest of two suspects. Gwinnett County police Cpl. Michele Pihera says 18-year-old Najee Logan and 21-year-old Justin Larry were
charged with armed robbery after their arrest after officers found the car on
empty. Pihera’s statement says the victim surrendered a wallet to two men
at gunpoint in a grocery store parking lot about 1am in Stone Mountain, Ga.,
reports the AP. Police say officers found the car about 15 minutes later with
Logan and Larry inside; they had made it about two miles down the road before running out of gas, notes the Atlanta Journal-Constitution. Both men were
jailed, and police didn’t say if they have lawyers. Pihera says it’s fortunate the
victim wasn’t hurt, chalking up the arrests to what she called “poor planning”
by the suspects.
Authorities say a man who was in a Colorado court for violating his bond on a
drug charge is in even more trouble after a wad of cocaine fell from his hat while
he was in front of the judge. The Vail Daily reported that 43-year-old Juan Jose
Vidrio Bibriesca was standing next to two other defendants at an Eagle County
District Court podium when he took his hat off and a square of folded paper fell
out. A police officer watched the paper filled with cocaine fall to the floor, reports
the AP, and after reviewing surveillance footage, authorities determined it fell
from Bibriesca’s hat. Bibriesca was then walked to the county jail, and now faces new charges of narcotics possession and another bond violation. Booking
documents don’t indicate if he has hired an attorney. The Vail Daily notes that
Bibriesca is in the country illegally, meaning his legal woes aren’t over.

Layman’s Murder-for-hire count to be
dismissed
Danielle Dana Layman, 37, of Ponca City,
has pleaded guilty to possessing the toxin
ricin, announced Robert J. Troester, Acting
U.S. Attorney for the Western District of Oklahoma.
According to a complaint filed on July 1,
2017, Layman used craigslist to locate someone interested in a “10 day gig overseas.” On
May 9, 2017, she met in Ponca City with a
person who responded to the craigslist post.
According to the affidavit, Layman gave
that person written instructions on traveling
to Tel Aviv, Israel, and using ricin to poison
a specific taxi driver in exchange for $4,000
plus expenses. The affidavit states that Layman also gave the person a baggie that she
claimed contained the ricin to be used in the murder. Ricin is an extremely
hazardous substance derived from castor beans.
On June 30, 2017, the FBI executed a search warrant at Layman’s residence in Ponca City and found castor beans in the kitchen. The complaint
alleges agents also found a mortar and pestle with residue that could be remnants of ground castor beans, along with instructions on how to make ricin.
Layman was arrested later that day.
On August 1, 2017, a grand jury indicted Layman on one count of using
interstate communications with the intent to hire someone to commit murder.
On October 3, a grand jury returned a superseding indictment that added one
count of possessing ricin without the required registration.
On February 8, Layman pleaded guilty to possessing ricin illegally. The
government has agreed to dismiss the murder-for-hire count at sentencing.
As a result of the guilty plea, Layman faces a maximum sentence of five
years in prison, three years of supervised release, and a fine of $250,000.

Bobbie Wofford
The skeletal remains of 14-year-old
Bobbie Wofford were found in November 1999, four months after she was last
seen at a Love’s Convenience Store on
Main Street in Kingfisher. Her body was
found in a rural area west of Kingfisher.
The medical examiner determine she had
been murdered. Her case is highlighted in
the OSBI Cold Case Playing Cards as the

The Osage County Sheriff’s Office
would like to introduce everyone to
Narc.
Narc was trained and donated to
the Osage County Sheriff’s Office by
Tourchlight K9 in Tulsa, Oklahoma.
We would like to thank Torchlight K9
for the generous donation of Narc to
the Osage County Sheriff’s Office and
the Citizens of Osage County.
Narc is a Belgian Malinois and he
will be CLEET certified in narcotics.
Narc is also trained in article search,
tracking and handler protection.
We would also like to thank the National Association of Chiefs
of Police for providing the matching grant that we conducted
back in August of 2017. We would also like to personally thank
the individuals and business that donated to the NACOP grant.
The funds from the NACOP grant were used to pay for the handler course to train Narc’s new handler Osage County Deputy
Grant West to handle Narc.
Narc and Deputy West are currently working through the handler course and will be full time in the streets as soon as they are
done with the course.

Wynona man Charles Jasper James
Ratliff, 30, and his 29-year-old accomplice, Hominy woman Ivy Quinn Harless,
were locked up after they allegedly stole a
vehicle and led police on a pursuit through
two different counties.
According to reports, Ratliff and Harless were suspects in a 30-plus mile police
chase that occurred on January 25. Police
tried to stop the vehicle Ratliff was driving
for a traffic violation. Officers chased after
the couple, but they ditched the vehicle
and took off on foot. They ran to the Tallgrass Prairie Preserve, which was about 5
miles away from where they left the car.
After being placed under arrest a couple
days later, Ratliff told officers he and Harless evaded arrest that night by hiding in a
briar patch. When they came out of their
hiding place the next morning, employees
spotted them standing near the gift shop.
The couple approached a truck belonging to the nature conservancy. The truck’s
driver spotted Ratliff and Harless, and
pulled out a gun. He told them to stop, but
Ratliff and Harless instead jumped in the
truck and sped away.
Kay County deputies and state troopers chased after the couple,
but the duo once again got away.
They were eventually apprehended in Tulsa at a Wal-Mart on Admiral and Memorial. Apparently, they were caught because they
were trying to steal from the store.
Harless is being charged with larceny of automobile.
Ratliff is being charged with endangering others while eluding/attempting to elude police officer, no valid driver’s license and larceny
of automobile.

Cleveland man John David Lee II, 33,
was locked up for allegedly leading officers
on a high-speed chase in a stolen vehicle on
February 8.
During the pursuit, he rammed a patrol
car with his vehicle, and almost ran over an
officer.
According to the affidavit, a Pawnee
County deputy was advised by the Tulsa
County Sheriff’s office that a car had been
stolen from their county. They told the deputy Lee was the suspect. A Tulsa officer told
the deputy that he pinged Lee’s cell phone
and the man was somewhere near the 900 block of S. Third Avenue
in Hallett.
Deputies went to the location around 10:36 a.m. As they drove in
the area, a deputy saw a white truck that had been reported stolen
out of Drumright a few days earlier. When the driver, identified as Lee,
spotted the officers, he rammed the stolen truck into some trees,
knocking them down. The deputy exited his patrol car and ran toward
the man, but Lee continued to back up and hit trees with the vehicle.
The deputy then stepped in front of Lee and told the man to stop,
but Lee headed straight toward the deputy. The deputy had to jump
out of the road to avoid getting hit.
A pursuit ensued, and other agencies joined the chase.
Cleveland officers chased after the man as he exited onto Highway
64 from 36300 road. At one point, Lee stopped and put the truck in
reverse, ramming one of the officer’s patrol cars. He then continued
eastbound on Highway 64, turning north into the Lakewood Addition.
Officers found the abandoned truck up on an embankment over
the Arkansas River with the motor still running and the back tires
spinning.
Police continued to ping the man’s cell, which showed that he was
moving north toward the river. A helicopter spotted where someone
had crossed the river on a sandbar.
Authorities continued the search, which moved into Osage County.
Osage County deputies apprehended the man and transported him
to Cleveland at approximately 5:57 p.m., where a Pawnee County
deputy was waiting to take the man to jail.
Lee is being charged with eluding a police officer, assault and battery with a dangerous weapon and possession of stolen vehicle. He
is being held without bond and is scheduled to appear in court on
March 20, 2018.

March is National Youth Violence
Prevention Month
The National Association of Students
Against Violence Everywhere is a nonprofit
aiming to provide safer environments for
our youth. Its mission is to decrease the
potential for violence in our schools and
communities by promoting meaningful student involvement, education and service
opportunities.
SAVE’s Vision: Schools and communities will be safer and more secure, free of
fear and conducive to learning as a result of
students being actively involved in meaningful violence prevention efforts.
How It Got Started: SAVE was started by students in Charlotte, North Carolina in 1989 after the tragic death of a classmate who was trying to break up a
fight at an off-campus party. A group of students who did not want this death
to be “just another statistic” took action and created a violence prevention
program.
Chapters: SAVE has evolved into a national association with chapters in
elementary, middle and high schools as well as at colleges and community organizations across the country. Today, there are more than 200,000 students
involved nationwide.
Activities: Student members take the lead in planning chapter activities by
using the three SAVE Essential Elements: conducting crime prevention activities, conducting conflict management activities and providing meaningful service through projects in schools and communities. SAVE chapters also plan
safety rallies and safety awareness campaigns, engage in peer mentoring to
younger students, and conduct fun and educational meetings.

What nightmares are made of
A Wichita woman pleaded guilty February 9 to producing child pornography
while she was babysitting a seven-yearold girl in her home, U.S. Attorney Stephen McAllister said.
Stefanie Larsen, 46, of Wichita, Kan.,
pleaded guilty to one count of production
of child pornography. In her plea, she admitted she allowed a man to produce a
series of videos in which he masturbated
in the presence of the sleeping child. When the child awoke
and cried out, Larsen told her she had just had a bad dream.
The man paid Larsen to let him make the videos.
Sentencing is set for April 25. Both parties have agreed to
recommend a sentence of 17.5 years.

Union robbery suspect
Bartlesville Police continue their investigation of the bank robbery which occurred at
OK Credit Union 3900 SE Adams road on
February 9, 2018, at 1:58 PM.

generally looked like has been completed by
the OSBI.
The description on the color of the pickup truck used as the getaway vehicle has
changed. It is described as darker brown
possibly black in color and covered with dirt.
1997 to 2003 Ford F-150 extended cab pickup with factory style wheels. Appears to possibly be a 4 x 4 with two occupants.
The truck was in the Quarters parking lot
and left south bound on Adams Road then continued south across Adams
boulevard into the Wal-Mart North parking lot. The truck drove around the
northwest edge of the parking lot exiting onto Green Country Road by Murphy’s gas station. It is believed the truck turned left onto Washington (US 75)
south bound at 1:59 PM Friday.
Police are still looking for more video from businesses on south Washington
Boulevard which may show the pickup.
A reward up to $2000 has been offered for information leading to an arrest
on the case. If you have information your are asked to contact the Bartlesville
