A FITFUL NIGHT
A Stillwater man was taken into custody after
he allegedly assaulted his girlfriend in front of her
infant.
Nathan Night, 21, was charged November 22
with misdemeanor Domestic Assault and Battery
and resisting arrest, in Payne County District Court.
According to Stillwater Police Department (SPD), on Monday, November 20,
at 8:20 a.m., SPD received a 911 call in reference to a physical domestic by
strangulation at a residence in the area of 200 W. 12th.
The first SPD officer arrived and made contact with a distressed female in the
front of the residence. As the officer asked where the male was, he overheard
him inside the residence cussing at the female outside. The male, later identified
as Nathan Night, walked out of the house and continued yelling at the female.
The officer approached Night in an attempt to detain him until other officers
arrived. Night was ordered to place his hands behind his back and he refused.
After failing to comply with the officers’ orders, an officer took hold of Night’s
arm and a scuffle ensued. Night was escorted to the ground and other officers
arrived to assist in taking him into custody. Night continued to resist the officers
while he was on the ground.
Night was arrested and transported to the jail where he was booked without
incident. SPD officers continued the investigation and discovered that Night had
strangled his girlfriend in front of their two month old son.
Bond for Night was set at $1500 and was ordered not to have contact with
the victim.

GLENCOE MAN PLEADS GUILTY TO
ILLEGALLY POSSESSING A FIREARM
AND POSSESSING MARIJUANA WITH
INTENT TO DISTRIBUTE
Glencoe man Lester Lee Bays, 69, pleaded guilty
early last month to illegally possessing a firearm after a
previous felony conviction and possession of marijuana
with intent to distribute, announced U.S. Attorney Robert J. Troester.
On September 5, 2023, a federal grand jury returned
a three-count Indictment against Bays, charging him with being a felon in possession of
a firearm, possession of marijuana with intent to distribute, and possession of a firearm in
furtherance of a drug-trafficking crime. According to court documents, on or about March
25, 2023, Bays was found to be in possession of marijuana and a firearm, despite a previous felony conviction. On September 21, 2023, Bay was ordered to be detained in federal
custody.
On November 6, 2023, Bays pleaded guilty to Counts 1 and 2 of the Indictment. As
part of his plea, Bays admitted to being a felon in possession of a firearm on March 25,
2023. He also admitted to being in possession of marijuana which he intended to distribute. At sentencing, Bays faces up to 15 years in federal prison on Count 1 and up to five
years in federal prison on Count 2.
Public records reflect that Bays holds multiple prior felony convictions, including assault
and battery with a deadly or dangerous weapon in Payne County District Court case number CF-1986-60, and possession of a firearm after a former conviction of a felony in Payne
County District Court case number CF-2018-161.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

Needin’ some down-home cookin!
For most people, prison would be something
you’d escape from and never look back if you
ever found yourself in that predicament; but for
these Texas prisoners, they just needed their creature comforts before coming
right back. According to Dallas News, an inmate who was locked up in a federal
facility in Beaumont snuck out only to get booze, tobacco, snacks, and food to
bring back with him since, you know, the food in prison is probably really bad.
And it isn’t just this one incident, either. Inmates have apparently been using
a back door to skip out to land nearby, picking up contraband left behind for
them, and coming right back. Sheriff’s Deputy Marcus McLellan recently told the
Beaumont Enterprise that inmates have been essentially making up their own
in-and-out privileges at the facility “since day 1.”
Sherrif’s deputies in Jefferson County finally realized what was happening and
laid in wait to watch it all go down. Around 5:45 PM, a duffel bag was dropped
off on the adjacent property, and around 7:30 p.m., 27-year-old Joshua Randall
Hansen was observed leaving the prison to retrieve the bag. On Hansen’s way
back into the facility after picking it up, he was arrested.
Once confiscated, the authorities said the duffel bag was full of alcohol (whiskey and brandy, specifically),
packages of tobacco, snacks,
fruits, and plenty of home cooked
food.
Hansen was already in the process of serving a little over two
years for conspiring to distribute designer drugs, but now will
likely do additional time as he faces escape and marijuana possession charges.

A Sapulpa man will spending life in prison after being convicted of grooming and sexually abusing his
wife’s young child, along with three other children.
David Bert Paycer, 52, was sentenced November
7 to life in prison, followed by lifetime supervised release.
In May of 2023, a federal jury found Paycer guilty of aggravated sexual abuse of a
minor under 12 years of age in Indian Country. According to court documents, Paycer
gained access to his 8-year-old victim by taking over primary care, shortly after meeting and marrying the victim’s mother. Paycer’s grooming began immediately, which
lead to sexually abusing the victim. He warned the minor victim not to tell anyone. At
trial, the jury heard from four total victims, who testified against Paycer in court. Those
victims all testified that Paycer had sexually abused them when they were between
the ages of 6 and 8 years old.
“David Paycer preyed on, manipulated and sexually abused an 8-year-old victim left
in his care,” said U.S. Attorney Clint Johnson. “This week, the Court made it clear that
Paycer’s predatory actions and blame shifting warranted a lifetime in federal prison.”
Previously released on bond prior to trial, Paycer self-surrender after trial and was
taken into custody where he will remain pending transfer to a U.S. Bureau of Prisons
facility.

AROUND THE STATE
On November 5, around 4:15 p.m., a GMC
pickup was driving erratically on I-244 EB and
nearly hit an officer who was en route to another
call. The Officer had to maneuver out of the way
to avoid being struck by the truck.
The officer stopped the driver, later identified as
Juan Diaz-Rodriguez. Diaz-Rodriguez gave the
officer multiple names and birthdates, and he did
not have a license or any identification.
While the officer and a backing officer were taking Diaz-Rodriguez into custody, he began pulling away and attempting to escape. Diaz-Rodriguez kicked the officers and bit one of them.
Diaz-Rodriguez managed to break away and ran into oncoming traffic across
the interstate, which was filled with traffic at the time.
Officers immediately set up a perimeter in the area. Minutes later, officers received a call about Diaz-Rodriguez attempting to break into a house. Officers in
the area quickly responded and took Diaz-Rodriguez into custody.
Juan Diaz-Rodriguez was arrested for Assault & Battery on a Police Officer (2
counts), Obstructing Justice, Resisting Arrest, No License, and DUI/Drugs.
The Officers involved were not severely injured in the arrest. This is an arrest,
not a conviction.

CHRISTMAS MONEY
A 36-year-old man who drove through the toll
gate without paying was arrested for marijuana
after a state trooper caught up to him the evening
of November 7.
According to the police report, the trooper was
on patrol at Highway 99 and the Stroud Toll Gate when he saw a black SUV go
through the gate at approximately 7:15 p.m. The trooper noticed that the yellow
light flashed, indicating that the driver just drove through without paying the toll.
The trooper drove after the vehicle and followed westbound on I-44. He
stopped the driver after he saw the SUV drive on the white fog line. The trooper
approached the vehicle from the passenger’s side and made contact with the
driver, Cheng Dong.
The trooper saw some trash bags in the rear trunk area covered by a blanket
and two trash bags in the second row seating. He also noticed the smell of marijuana coming from the vehicle.
The trooper asked Dong to have a seat in the patrol vehicle. When the trooper asked Dong where he was coming from, the man said Stroud. He also said
he was headed to Oklahoma City. The trooper confirmed that the man lived in
Texas.
The trooper then asked Dong how much marijuana was in the vehicle. Dong
replied, “Maybe 100 pounds.”
The trooper searched the vehicle and found four trash bags containing vacuum sealed bags of marijuana in the trunk. He also found two trash bags containing vacuum sealed bags of weed in the second row. While searching the man,
the trooper found a black wallet containing $5,009 in cash. Dong confirmed that
the money was his. He said the money was for him to go shopping in Oklahoma
City.
The trooper placed the man under arrest. He was booked into the Lincoln
County Jail.
Dong is being charged with trafficking in illegal drugs and acquire proceeds
from drug activity. His bond was set at $75,000, and he is scheduled to appear
in court on December 21, 2023. AUSTIN
