A Lawton man was arrested along I-44
after a Cotton County deputy stopped to
check on him and found him in possession
of marijuana.
Joshua Craig Marrero, 24, was charged
with possession of a CDS (marijuana) and
unlawful possession of drug paraphernalia
Sept. 28.
According to the police affidavit, an OHP
trooper called and told Deputy David Johnson that he saw a hitchhiker, Marrero, along
I-44 twenty miles from the Oklahoma-Texas
border and asked him to check on the man. Johnson found Marrero
walking south along the highway just past the toll both.
When Johnson stepped out of his patrol car and asked Marrero for
his ID, he immediately noticed Marrero’s eyes were bloodshot and
he reeked of marijuana. Johnson asked him if he had any weapons or
drugs on him, Marerro said he had a knife in his pocket. When Johnson reached into his pocket for the knife, he also pulled out a box of
cigarettes that had a plastic baggy in it that contained marijuana and
paraphernalia.
Marrero was placed in cuffs and transported to the Cotton County
Jail. He pled not guilty to the charges and bond was set at $3000.

The second ex-wife of a Ft. Sill sergeant pled guilty to fraud charges in
Federal Court after she was caught
opening credit card accounts in his
first ex-wife’s name.
Erica Renee Cecil (King), 37, currently of Phenix City, Alabama, pled
guilty Sept. 24 to committing mail
fraud and aggravated identity theft.
According to Court records and information from the plea hearing, Sergeant David Cecil was a member of the United States Army stationed in Germany and while
stationed in Germany in 1994, married a woman named Carmen Kolb, a citizen of Germany.
The couple subsequently moved to Fort Benning, Georgia, and divorced in 2007. Carmen Cecil (Kolb) returned to Germany. In December of 2007, David Cecil married defendant Erica
Renee King in Georgia. Eventually, David Cecil was reassigned to Fort Sill, and on June 9,
2009, he and defendant Erica Renee Cecil (King) divorced in Lawton. From December 2008
through March of 2009, Erica Cecil fraudulently used the name, date of birth, and social security number of Carmen Kolb (her ex-husband’s ex-wife) to apply for and obtain several credit
cards without authorization in order to make various charges and obtain cash advances.
Cecil was indicted on February 21, 2012. At sentencing, she faces up to 20 years in prison
and a fine of $250,000, plus mandatory restitution.

Batman Busted
Michigan police busted Mark Wayne Williams, known as “The
Petoskey Batman,” after he showed up at a car accident Sept. 29,
The 33-year-old wanted to help, but police said he only got in
their way.
“Troopers were securing a large area for the search of a subject
for leaving the scene of a personal injury crash when Williams
took it upon himself to search the area in his Batman persona.”
the state police said in a statement.
The Caped Crusader wanna-be insisted he could help police
find the driver involved in the wreck, who had wandered off.
“He wouldn’t clear the scene and we had a canine out there
and he kept screwing up the scent,” Sgt. Jeff Gorno.
Since Williams wouldn’t leave, officers arrested him. He was charged with obstructing police
in an investigation and resisting.
Authorities also confiscated his Batman attire. He is due back in court Oct. 18.
This isn’t the first time “The Petoskey Batman” has run afoul of the law.
Last year Williams was arrested while dangling from the side of a building. During that bust
he was found with “a baton type striking weapon, a can of chemical irritant spray, and a pair of
lead-lined gloves.”
He was later sentenced to six months probation, during which time he was forbidden to wear
his Batman costume.

One of the things that is becoming
more prevalent, and with the
passing of the new open carry law,
will only continue to rise, is the number of people walking and driving
around armed. For law enforcement, this obviously creates some
challenges in our dealings with the public. I am going to attempt to
explain what we would like from the citizens who choose to go armed,
and what they can expect from us.
First, all people who wish to carry a gun on their person are
required to attend an approved concealed carry class. This goes for
those who wish to carry concealed or open. Upon completion of the
course and the requirements needed, you will be issued a Concealed
Carry License, or CCL. Let me point out, that having a CCL is a
privilege, not a right. It is issued by the state, and with it come some
responsibilities.
One of those responsibilities, and the one that is most important
to us law enforcement professionals, is the obligation to notify us
IMMEDIATELY upon contact. Lets say you get stopped for speeding
and you are a CCL holder and are armed, whether it is on your person
or just in your vehicle. The Trooper gets out of their car and asks
you to step back to them with your driver’s license and proof of
insurance. You should, before anything else, declare that you have
a CCL and are armed. Don’t wait until we see the CCL in your wallet
to tell us....that’s too late! They will then instruct you on what they
would like you to do to address this situation. There are several
things we may do at this point to accomplish this.
We may ask you to say (not reach for or move towards) where
the weapon is. Simply say the location, keeping your hands on the
steering wheel or where they can be seen. If its on your person, we
may wish to disarm you for the duration of the traffic stop, and will
give instructions accordingly. We may simply separate the weapon
from the ammunition and make the weapon safe, and then leave it
in your vehicle. Each officer will handle this in the way that he or
she chooses in order to maintain their own safety. None of these
methods are meant to infer that we feel threatened by a CCL holder,
or that we think you are a criminal or bad person. They are simply
ways that we can deal with the issue of a gun being present in order
to maintain our safety and the safety of others.
Hopefully, this will give you some guidelines on what we are
expecting when you come in contact with us while carrying a
firearm. With respect and understanding, we can all feel safe with an
armed citizen, while respecting that citizen’s right to carry. Thanks

Anthony Banks
A federal appeals court has rejected the
appeal of an Oklahoma death row inmate
convicted of fi rst-degree murder for the
slaying of a woman more than 30 years ago.
The 10th U.S. Circuit Court of Appeals
ruled in the case of Anthony Banks, who
was convicted of the June 6, 1979, killing of
24-year-old Sun Travis.
Travis was abducted and raped and her
partially clad body was found near a trash
heap. She had been shot in the head.
Banks was convicted largely on the basis of DNA evidence found on
Travis.
Banks is also serving a life sentence for the 1978 murder of a Tulsa
convenience store clerk. He wasn’t in custody when Travis was slain.

Five people were busted in Hinton
after police were made aware of their
scheme to extort $1000 from a man
whose vehicle had been broken in to at
the state fair.
Arrested were Sylvester Cartwright,
40, Cory Johnson, 40, Debra Connell,
45, Joshua Gage, 29, and Ember Loneman, 22.
According to the police affidavit, a man
went into the Hinton Police Department
and told police items were stolen from
his vehicle at the fair and the man called
him wanting to meet and exchange the
stolen items for $1000.
The victim continued by saying the caller actually gave him his
name as Sylvester Cartwright and that he was from Binger. Officer
Shannon Pack told the victim to set up the deal. He called Cartwright
back and told him he had the money and would meet him at the
Love’s north of town.
When Pack arrived at Love’s, he saw Officer Jose Hernandez go
inside the store as he pulled up to the front. Suddenly he saw the man
he knew as Cartwright. When he approached Cartwright, he tried to
run, but Pack caught him, cuffed him, and put him in the patrol car,
along with the sack and chainsaw he had in his hands. Inside the
sack was paperwork that was not Cartwright’s. There were also credit
cards in it with the victim’s name on them.
Just then, Hernandez walked out of the store with a man, identified as Cory Johnson. When Hernandez opened his wallet to check
his ID, he found a fuel card with the victim’s name on it.
Gage and Loneman were found on the other side of the parking
lot in a stolen vehicle with drug paraphernalia containing a white
residue.
Connell was located nearby, where she had left six bags of full of
unknown items. All five were then transported to the Caddo County
Jail and booked.

Abuse can happen in many forms. Physical, emotional and
sexual are common expressions of abuse and many people
just don’t know how to handle it. If you are an

let the words of the Bible guide you as you
decide how to handle the relationship with the

away immediately. If your abuse is not life
threatening or is something in your past
that you still struggle with, take some time
to meditate on God’s Word on this subject.

A 29-year-old man was jailed Sept. 17
after he broke a man’s jaw in three places.
Kyle Moore, of Chickasha, was charged
with aggravated assault and battery after
a former conviction in Caddo County District Court.
Police were called to the 200 block of
E. 3rd in Cement about a domestic in
progress, according to the affidavit. When
they arrived, they met with the victim and
his sister who told them Kyle Moore had
“come out of nowhere” and started punching the victim in the face. He then pulled a
knife on the victim and a baseball bat.
Officer John Pace found Moore at 3rd and Main and ran his license. Dispatch returned a hit out of Grady County and Moore was
promptly arrested.
The victim was later transported to the Anadarko ER where hospital staff discovered his jaw was broken in three places and it had
shifted. He was required to have surgery done the next day.
Moore was taken to the Caddo County Jail and booked in. His
bond was set at $150,000 and was ordered back to court Oct. 30.

she attempted to pass a check stolen from a local church.
Both counties have entered Taylor/Decastro into NCIC.
Taylor is likely in the company of a 42 year-old 6 foot
white male with a prosthetic leg. He is not wanted at this
time.
Bryan County investigators have reason to believe that
the pair have fled into North Texas to evade arrest here in
Oklahoma. Both are known to frequent Casinos.
Neither Taylor nor her friend are known to have a vehicle
and are dependent on others for a ride from place to place.
Officers coming in contact with the pair should be alert for
narcotics violations, both have history of illegal drug sales and use.

Im all for a butt whoopin if my children are not
acting right, these days if you spank your child in
public its abuse and will scar the child for life with

Cordell Police said they are looking into a
school punishment that left a mark.
The mother of an Oklahoma elementary
student said her son was left bruised in a
recent paddling last week.
Linda Drew said her 6th grade son was caught
fighting at Cordell Elementary.
She and her husband were given the option of
suspension or swats.
They gave the school permission to spank

A Lawton woman was jailed for
DUI just after midnight on Sept. 11
after her beat-up car caught the attention of a Walters police patrolman.
Christina Jackson, 21, was
charged with DUI of alcohol and
drug in Cotton County District
Court.
According to the police affidavit, Officer Tommy Stranahan was
patrolling eastbound on Missouri
when he got behind a white car
with the third break light was not
working, the exhaust had been cut
off, and several cracks in the front
windshield. Stranahan activated his emergency flashers and initiated a traffic stop. He approached the driver’s side, but the car had
been wrecked and Jackson was unable to open the door or roll down
the window.
As soon as the door was open, Stranahan noticed an empty bottle
of liquor on the passenger’s side floor board and a very strong odor
of an alcohol. He asked Jackson for her license and insurance and
she said her license was in the trunk. She got out on the passenger
side, but when she opened the trunk, she remembered she left her
license in Lawton.
Stranahan asked her about the bottle of liquor and she said that
her boyfriend drank it all and left it in there in Lawton. He observed
that she had watery eyes and slurred speech, so he asked her if she
had anything to drink and she said she had one Bud Light Clemato
before she left Lawton. Stranahan then gave her a portable breath
test and it registered a high alcohol level.
While at the jail, Stranahan administered the states breath test
and the results were 0.11 and 0.10, according to the affidavit.
Bond was set at $1500.
