Cpl. Kyle Davis, a deputy with the Washington County Sheriff ’s Department, became involved in an altercation
on March 25 with a violent inmate that was arrested on a warrant. He was killed by the suspect in the line of
duty.
An investigation into the incident is being conducted by the Oklahoma State Bureau of Investigation, the
District Attorney’s Offi ce, the Washington County Sheriff ’s Offi ce, and the Bartlesville Police Department.
The suspect was arrested as a result of an ongoing investigation by the Bartlesville Police Department and
Oklahoma Bureau of Narcotics and Dangerous Drugs. Seventeen individuals were arrested on March 25
between 6 a.m. and 9 a.m.
The suspect was uncooperative and aggressive toward detention staff at the Washington County Detention
Center.
During a physical altercation between the suspect and staff members, a deputy sheriff was injured and
transported to the hospital, where he succumbed to his injuries.
The OSBI, BPD and the 11th Judicial District Attorney’s Offi ce are working
together to investigate the deputy’s death.
As of press time, the name of the suspect involved in the death of the
deputy has not been released and no charges have been fi led.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

THE REAL DEAL
Two Perkins residents were arrested on
March 12th after investigators watched them
do a drug deal and then found copious
amounts of illegal drugs in their possession.
Kayin Hunter Mizell, 20, and Kayetlin Lachelle Ray, 19, were both charged March 13 with
Aggravated Trafficking Illegal Drugs, Trafficking in Illegal Drugs, and Unlawful Possession
of Controlled Drug with Intent to Distribute, in
Payne County District Court.
According to a Stillwater PD press release,
the Stillwater Police Department’s Special Project Unit investigators were conducting surveillance when they observed a hand-to-hand
drug transaction. The investigators contacted
Mizell and Ray, and during the contact, 96
Ecstasy tablets, 68 Xanax pills, cocaine, LSD,
and digital scales were located in the vehicle.
Mizell and Ray were taken into custody by the
investigator based upon their investigation.
A search warrant was executed following the
arrest and an additional 137 Ecstasy tablets
and 250 Xanax pills were located at the residence in the 9700 block of S. Cottonwood.
Bond for Mizell was set for $75,000 and
bond for Ray was set at $50,000.

FEDERAL CHARGES FILED IN 2015 MURDER CASE
A man convicted in Creek County for a murder that occurred during a 2015 robbery was
charged in federal court.
According to Acting U.S. Attorney Clint Johnson, the defendant’s state conviction was dismissed on March 18 by the Oklahoma Court of
Criminal Appeals for lack of jurisdiction.
Arnold Dean Howell, Jr., 27, was charged by
criminal complaint with murder in the first degree
in Indian Country.
Because Howell is an enrolled tribal member
and the crime occurred within the Muscogee
(Creek) Nation Reservation, the state conviction
was vacated and ordered dismissed.
According to federal court documents, Howell
and his sister Katherine Freeman, conspired to rob the victim at his home in
Sapulpa. Investigators allege that during the robbery, Freeman held the victim
at gunpoint with one of the victim’s rifles then Howell directed her to get a
knife from the kitchen. He is alleged to have repeatedly stabbed the victim.
When the knife broke, another was retrieved, and Howell continued his attack
causing the victim’s death. Howell and Freemen stole, among other things,
the victim’s vehicle, wallet, watch, two rifles, and laptop.
The victim was found deceased the next day during a welfare check, and
his vehicle was later discovered abandoned in Tulsa.
The Oklahoma State Bureau of Investigation, Creek County Sheriff’s Office,
Sapulpa Police Department and FBI are the investigative agencies. Assistant
U.S. Attorneys Cymetra M. Williams and Christopher M. Kelly are prosecuting
the case.
This matter will proceed in U.S. District Court in Tulsa, where the criminal
complaint is currently pending. A complaint is a temporary charge alleging
a violation of law. For the case to proceed to trial, the United States must
present the charge to a federal grand jury within 30 days. Once a grand jury
returns an indictment, a defendant has a right to a jury trial at which the United
States would have the burden of proving the defendant’s guilt beyond a reasonable doubt. All defendants are presumed innocent until proven guilty in a
court of law.

A Tulsa woman was taken into custody after she
was caught with a stolen vehicle.
According to the a Creek County Sheriff’s Office
press release, on March 9, 2021, Creek County
deputies responded to an unwanted subject call
southeast of Bristow. Upon further investigation,
deputies found the unwanted subject, 31-year-old
Dasha Bradley of Tulsa. Bradley was in a reported
stolen vehicle from the Tulsa Police Department.
Bradley also had outstanding warrants from Tulsa
County and Newton County, Missouri for Larceny.
Bradley was arrested for Possession of a Stolen
Vehicle and the warrants.

April is National Child Abuse Prevention
Month, a time to recognize that we each can
play a part in promoting the social and emotional well-being of children and families in communities.
Parenting is one of the toughest and most
important jobs in America, and we all have a
stake in ensuring that parents have access to
the resources and support they need to be successful. Entire communities play a role in helping families find the strength they need to raise
safe, healthy, and productive children.
Here are some things you can do:
Get to know your neighbors. Problems seem less overwhelming when
support is nearby.
Help a family under stress. Offer to babysit, help with chores and errands,
or suggest resources in the community that can help.
Reach out to children in your community. A smile or a word of encouragement can mean a lot, whether it comes from a parent or a passing stranger.
Be an active community member. Lend a hand at local schools, community or faith-based organizations, children’s hospitals, social service agencies,
or other places where families and children are supported.
Keep your neighborhood safe. Start a Neighborhood Watch or plan a
local “National Night Out” community event. You will get to know your neighbors while helping to keep your neighborhood and children safe.
Learn how to recognize and report signs of child abuse and neglect.
Reporting your concerns may protect a child and get help for a family who
needs it.

AROUND THE STATE
Drunken job interview ends in arrest, not
an offer letter
TULSA, Okla. – A job interview fueled by
booze ended badly for the applicant after he
allegedly attacked the other man when he
learned that he wouldn’t be getting the position.
According to a release from the Tulsa Police
Department, officers were dispatched to the
Mingo RV Park at approximately 2:30 a.m. on
March 5 to investigate a shooting.
Apparently, both the suspect and the victim
called the police.
Officers were advised that two intoxicated
men at the scene decided that for some reason, they should discuss a job while they were both drunk. They got into
some kind of argument during the intoxicated interview.
When Irvin Roach learned that he didn’t get the job, he wasn’t too happy.
He allegedly used his truck to pin the victim against a nearby trailer and
trailer hitch.
The victim, in response, fired several shots at Roach, grazing him once
on the shoulder. He told police that he feared for his life, so he fired the gun
through Roach’s windshield.
Roach left the scene and headed to a nearby gas station, where he called
the police and said he had been shot. The victim also called the police and
said he had been assaulted.
The man who fired a gun at Roach was not arrested.
Roach was arrested on a complaint of assault with a deadly weapon after
former conviction of a felony.

Cpl. Kyle Davis, a deputy with the Washington County Sheriff’s Department, became
involved in an altercation on March 25 with
a violent inmate that was arrested on a warrant. He was killed by the suspect in the line
of duty.
An investigation into the incident is being
conducted by the Oklahoma State Bureau
of Investigation, the District Attorney’s Office,
the Washington County Sheriff’s Office, and
the Bartlesville Police Department.
The suspect was arrested as a result of an
ongoing investigation by the Bartlesville Police Department and Oklahoma Bureau of
Narcotics and Dangerous Drugs. Seventeen
individuals were arrested on March 25 between 6 a.m. and 9 a.m.
The suspect was uncooperative and aggressive toward detention staff at
the Washington County Detention Center.
During a physical altercation between the suspect and staff members, a
deputy sheriff was injured and transported to the hospital, where he succumbed to his injuries.
The OSBI, BPD and the 11th Judicial District Attorney’s Office are working
together to investigate the deputy’s death.
As of press time, the name of the suspect involved in the death of the
deputy has not been released and no charges have been filed.
