The Stillwater woman who drove her car into a
crowd at the Oklahoma State homecoming parade
on October 24 has been found competent to stand
trial, according to court documents.
Adacia Avery Chambers, 25, allegedly killed four,
including an OSU professor and his wife, an exchange student, and a 2-year-old boy.
Forty-six victims were also injured when she
plowed through a group of people gathered to celebrate the university’s homecoming festivities.
The trial has been ongoing since the crash.
Several developments, including a toxicology report and a competency
evaluation, have occurred during the proceedings.
Although Chambers was originally thought to be impaired during the
incident, the woman’s blood was drawn immediately after the crash. The
toxicology report revealed Chambers’s blood alcohol level was just .01.
A blood alcohol level of .08 results in a DUI charge in Oklahoma, which
is what Chambers was originally arrested for by officers at the scene
who believed she was under the influence of drugs or alcohol due to her
behavior.
According to court documents, Chambers’s lawyer filed an application
for determination of competency due to his client’s sober state at the time
of the crash. An examination was conducted, and the doctor who performed the psychiatric evaluation deemed Chambers competent enough
to stand trial.
Chambers is being charged with four counts of murder in the second
degree and 46 counts of assault and battery by means or force likely to
produce death.
All counts carry possible sentences of up to life in prison.
Chambers is being held on a $1 million bond at the Payne County Jail,
and she is scheduled to appear in court for a preliminary hearing on April
7, 2016.

Bristow man Douglas Dewayne Moss, 47, turned himself in for stabbing another man after an altercation at an
auto parts store on February 17.
According to the affidavit, Moss went to the police department at approximately 12:40 p.m. and told a Bristow
officer that he stabbed a man. He said he saw his son and
the victim on the roadway, and they all started arguing.
He followed the victim to O’Reilly Auto Parts, and he said
the victim came toward him like he was going to “swing”
at Moss. So, Moss told the officer, “I cut him.”
Moss said he was tired of the victim threatening him, harassing him, and
stealing from him.
A man who was riding with Moss when the altercation occurred told the officer he and Moss drove into town to get some lumber. They saw the victim and
and Moss’ son. The man said Moss flipped off the victim, and they followed
him to the store. Moss then jumped out of the vehicle and walked toward the
victim. The victim balled up his fists like he was going to hit Moss. The man
said he never saw the knife, but the incident was over in “two seconds.”
The suspect’s son told the officer the same story.
The victim told police he was riding with Moss’s son when they saw Moss.
Moss started screaming and cussing at them, and he followed them to the
store.The victim said Moss ran toward him and threatened to kill him. The
victim said he swung at the man. Moss then stabbed him and said, “Next time,
I will kill you.”
Moss is being charged with assault and battery with a dangerous weapon.
His bond was set at $50,000, and he is scheduled to appear in court on March
11, 2016.

Muskogee couple Timothy Dale Sterling, 55, and
his wedded partner-in-crime, 45-year-old Kristin Faye
Sterling, were arrested on February 21 after a man
caught them breaking into a trailer with a crowbar.
According to the police report, a Logan County deputy was dispatched to the area of Luther Road and
College Street. When he arrived, the caller told him he
was headed to his father-in-law’s when he noticed a
man standing at the door of his FIL’s trailer.
No one was home and the door was supposed to be
closed and locked. When he pulled onto the property,
the suspect took off running.
The man then saw a gold van backed up to the gate.
A woman was sitting in the van.
The suspect approached the man and told him he
was just using the restroom. He said he just wanted
to leave.
The man informed him that officers were on their
way, and he wasn’t going anywhere.
The woman took off running and left her husband
alone to face the police. Sterling continued to plead
with the man to let him go, but it was no use.
When officers arrived, they placed the man under arrest. The land owner arrived shortly after. He checked
his property and advised police that nothing was missing from his trailer or RV, but someone had opened
the gate to his barn, letting a young pig out. He was also missing a pair of bolt
cutters, a box of tools and a portable torch from inside the barn.
In the couple’s van, an officer found some electric cords, copper wiring, electrical boxes, power lines and window frames.
The victim said the cords were his.
Sterling’s wife may have run, but she didn’t get too far. At approximately 4:30
p.m., police found her at a truck stop off I-35. She was asking store customers for
a ride or money.
Both Sterlings are being charged with three counts of burglary in the second degree and unauthorized use of a motor vehicle. Their bonds were set at $90,000,
and they are scheduled to appear in court on March 24, 2016.

Attorney General Scott Pruitt announced charges filed against a Claremore nurse for the neglect of an elderly resident.
Brianna Lynn Parks-Farris, 30, of
Chelsea, worked as a Certified Nurse
Aide at Autumn Wood Memory Care
in Claremore. A resident of the facility was found in the hallway, soaked in
urine and with a deep gash on her elbow. Parks-Farris stated she checked
on the resident at the beginning of her shift, but had been overworked
and unable to check on the resident again. However, cell phone records
showed Parks-Farris using the Internet and texting during that same
time period. It is alleged Parks-Farris later admitted she never checked
on the resident during her shift.
Parks-Farris is charged with one count of neglect by caretaker. If convicted, Parks-Farris faces up to 10 years in prison and fines of $10,000.

Raymond Schwab, an honorably discharged veteran, moved to Colorado
last year to get treated for post-traumatic stress and chronic pain with medical
marijuana.
He didn’t expect Kansas would take
his children in return.

for,” he said. “It’s a horrible position to put me in.”
He and his wife, Amelia, say Kansas took the five youngest of their six children
into custody last April, and they’ve only seen them three times since.

They’re not the only Kansas parents at risk of losing their children over cannabis use. In Garden City, medical marijuana advocate Shona Banda was arrested
on child-endangerment and felony drug charges after her 11-year-old son talked
about his mother’s drug use at school.
Kansas has rejected legislative efforts to permit medical marijuana use. Colorado legalized medical marijuana, then passed a referendum that allows recreational
use as well.
Child welfare officials in Kansas did not return phone calls concerning the
Schwabs.
Raymond Schwab is a 40-year-old Gulf War veteran. He served from 1994 to
1996 in the Navy and later qualified for a 50 percent disability rating.
He lived in Colorado when the state legalized medical marijuana and obtained
his own card.
He also tried to treat his symptoms with an assortment of medicines prescribed
by the Department of Veterans Affairs — pain medicines, muscle relaxants, antianxiety drugs — but “they were making me crazy, they made me worse,” he said.
Finally he developed a heroin addiction, but said he overcame that years ago
with cannabis therapy.
The turning point in his family life began with a VA job offer in 2013. He went to
Topeka to work as a benefits agent for fellow veterans.
“I loved it. I loved my job,” he said tearfully.
But two years later, he decided to transfer to a VA job in Denver, where medical cannabis is legal. That’s when a family squabble led to the loss of five children
aged 5 to 16.
Raymond and Amelia say that as they were packing to leave, her mother took the
kids to a police station in another county and reported them abandoned, an action
her mother now regrets.
Nine months later, they say, child-protection workers and a Kansas judge are
demanding that they give up cannabis if they want their kids back.
One condition, they say, is four months of drug-free urinalysis tests, including a
drug legal in Colorado for therapeutic uses.
Raymond remains skeptical and worried. “What if I didn’t make it through four
months?” he asked. He fears his condition might worsen without cannabis.
He and his wife question why Kansas child-protection workers are holding onto
children who should not have entered their system in the first place.
Among the documents Raymond carries in a battered briefcase is the one-page
result of a Kansas child-abuse investigation.
It shows that in April 2015, the state began investigating allegations that Raymond and Amelia emotionally abused all five children. Three months later, those
allegations were dismissed as unsubstantiated.
So, “why do you still have my children?” he asked.

Key
A former Lincoln County associate district judge
previously indicted by the state’s Multicounty Grand
Jury pleaded guilty February 5, Attorney General
Scott Pruitt announced.
Craig Key was indicted in 2013 by the state’s Multicounty Grand Jury for stealing cattle and a trailer,
and embezzling thousands of dollars from injured
clients. Key worked as an attorney before surrendering his law license in 2013 after being indicted.
Key pleaded guilty to 24 counts in 11 filed cases
and received a 10-year jail sentence. He will serve
the first five years in the custody of the Department
of Corrections, and will be on probation for the remaining five years. He also was ordered to pay a total of more than $527,000 in
restitution to his victims.
