small mistake, big consequences
Kellyville man Dmitry Kopytin, 34, and
21-year-old Miranda Lynne Ree of Broken
Arrow were locked up after an officer found
seven stolen guns in their vehicle during a
traffic stop.
According to reports, a Rogers County
deputy stopped the couple’s vehicle in early April for no headlights. While approaching the vehicle, he noticed that Kopytin and
Ree appeared to be very nervous. They focused on the driver’s side of the vehicle,
where they thought the deputy was going
to walk to.
The deputy made contact with the couple and noticed some unusual stuff inside
the car. He asked them to step out of the
vehicle so he could check it out.
The deputy found seven stolen guns and
a safe that had been cut open. The stolen
items were later returned to the owner.
A search of the couple’s vehicle also
yielded items that may have been used in a
burglary, including gloves, pry bars, masks
and bulky jackets.
Reports state both Kopytin and Ree are
convicted felons.
During the investigation, the deputy learned Ree had outstanding
felony warrants. He also discovered that the couple were suspects
in a burglary.
Ree is being charged with possession of firearms during probation and knowingly concealing stolen property. She is scheduled to
appear in court on May 4, 2018.
Kopytin is being charged with possession of firearm after former
felony conviction and knowingly concealing stolen property. He is
scheduled to appear in court on May 14, 2018.

Although they are not a substitute for treatment, self-help groups like 12-step programs
can be a great source of support and encouragement while a person is engaged in treatment,
and after. The most well-known self-help groups
are those affiliated with Alcoholics Anonymous
(AA), Narcotics Anonymous (NA), and Cocaine
Anonymous (CA), all of which are based on the
12-step model.
Most drug addiction treatment programs encourage patients to participate
in a self-help group during and after formal treatment. These groups can be
particularly helpful during recovery, as they are a source of ongoing communal support and encouragement to stay drug free. Information on local meetings can be found on their websites. Support groups for family members of
people with addictions, like Al-anon and Alateen, can also be helpful.
There are other groups in the private sector that can provide a lot of support. To find meetings in your area, contact local hospitals, treatment centers, or faith-based organizations. These organizations often coordinate support groups for substance abuse.

national police week
Sunday, May 13 -
Saturday, May 19, 2018
In 1962, President John F. Kennedy signed a proclamation which
designated May 15th as Peace Officers Memorial Day and the week in
which that date falls as Police Week.
Currently, tens of thousands of law
enforcement officers from around the
world converge on Washington, DC
to participate in a number of planned
events which honor those that have paid the ultimate sacrifice.
The Memorial Service began in 1982 as a gathering in Senate Park of approximately 120 survivors and supporters of law enforcement. Decades later,
the event, more commonly known as National Police Week, has grown to a
series of events which attracts thousands of survivors and law enforcement
officers to our Nation’s Capital each year.
The National Peace Officers’ Memorial Service, which is sponsored by the
Grand Lodge of the Fraternal Order of Police, is one in a series of events
which includes the Candlelight Vigil, which is sponsored by the National Law
Enforcement Officers Memorial Fund (NLEOMF) and seminars sponsored by
Concerns of Police Survivors (C.O.P.S.)
National Police Week draws in between 25,000 to 40,000 attendees. The
attendees come from departments throughout the United States as well as
from agencies throughout the world. This provides a unique opportunity to
meet others that share a common brotherhood. In that spirit, the Fraternal Order of Police DC Lodge #1 sponsors receptions each afternoon and evening
during Police Week. These events are open to all law enforcement personnel
and are an experience unlike any other.

Kansas woman Sherry Jo Ping, 55, and 52-year-old Tammy Janine Kinney were
arrested after an officer found meth in their vehicle during a traffic stop on April 8.
According to the affidavit, a South Coffeyville officer stopped the woman on CR
2 west of U.S. Highway 169 shortly after 3:25 a.m., because their vehicle’s tag
light wasn’t working properly. He made contact with the driver, identified as Ping.
She told him she had just cleaned the tag lamp. The passenger was identified as
Kinney.
While waiting on dispatch to check the women’s information, the officer retrieved
his K9 and walked the dog around the vehicle. Ping wasn’t too happy about that
and told the officer she was going home. The K9 alerted on the driver’s side.
When the officer asked Ping to exit the vehicle, she refused. He asked her 14
more times to step out of the car before he opened her door. Both women eventually got out of the vehicle. The officer conducted a search of the vehicle and found
two glass smoking devices with a burnt residue, 126 unused baggies and several
baggies containing a crystal-like substance, which later tested positive for meth.
Both women were placed under arrest and transported to jail.
Kinney is being charged with possession with intent to distribute and unlawful
possession of drug paraphernalia after former conviction.
Ping is being charged with possession with intent to distribute, unlawful possession of drug paraphernalia, obstructing an officer, improper tag lamps and failure
to stop.
Both bonds were set at $10,000, and they are scheduled to appear in court on
May 16, 2018.

Pryor man arrested as suspect

Pryor man arrested as suspect in burglary
A 23-year-old Pryor man was locked
up after he and another man became the
main suspects in an April 9 burglary.
According to the police report, a Delaware County deputy was involved in a vehicle pursuit of the suspects around 9:55
a.m. The men headed south of 580 Road
toward Twin Oaks, before hitting a tree
near Oaks Road and CR 580. Both occupants jumped out of the truck and took off
running.
The driver, identified as 34-year-old James Matthew Rogers, allegedly forced his way into a residence with a handgun. The passenger, Randy Alex McDonald, was right behind him.
Dispatch received a 911 call that two armed men had taken hostages inside the home. When officers arrived, the men were gone.
Deputies checked the truck Rogers and McDonald had been riding in and were advised it was stolen out of Tahlequah. Inside the
vehicle, they found clothes, a flat screen TV, syringes, small baggies, a 9 mm gun with the serial number scratched off, and a black
hat. About 20 feet away from the truck, they found an ID card belonging to McDonald.
The deputy spoke with another deputy from the Cherokee County
Sheriff’s Department, who also identified McDonald as the suspect
of another burglary totaling a $100,000 loss.
Shortly after 4 p.m., the deputy was advised a citizen’s arrest had
been made just west of Highway 412 A and CR 580, which was
only ¾ of a mile from where the stolen truck had been abandoned.
The man arrested was identified as McDonald.
McDonald told officers that he had been out fishing and was
headed back to a house on 575 Road. He was placed under arrest.
McDonald has a lengthy criminal history, including a conviction for
domestic violence and multiple arrests.
McDonald is being charged with possession of firearms after conviction or during probation, committing felony with firearm with defaced ID number and obstructing an officer. His bond was set at
$22,000, and he is scheduled to appear in court on May 3, 2018.
Rogers has not been charged for his role in the burglary.

1999 cold case cracked
A Wichita man has been taken into custody
and charged in the 1999 cold case deaths
and kidnappings of four people.
Ronnie Busick, 66, faces four counts of
murder, first degree; arson, first degree; and
two counts of felony kidnapping, in Craig
County District Court. He was extradited to
Craig County on April 25.
Two other men, Warren Philip Welch II and
David A. Pennington, are implicated in the
case, but have since died.
In December 2017, a box of case notes
about the disappearance of Ashley Freeman
and Lauria Bible was discovered in a closet,
according to the Craig County Sheriff’s office. The notes were from the previous administration. The box contained
new information and also included names of other people that might have
valuable information in the case.
“The main investigators in this most recent phase of the case have found
witnesses that prove the three co-defendants talked a lot,” said Craig County
Sheriff Heath Winfrey.
According to District 12 DA Matt Ballard, the three men held the girls captive for days after their kidnapping.
Investigators are still searching for information on Freeman’s and Bible’s
bodies. If you have any information on this case, please call the Craig County
Sheriff’s Office at 918-256-6466.

Two robbery suspects lost their loot to the wind after a holdup at a travel
agent’s office, police video shows.
Surveillance footage shows money dropping from the pockets of an unidentified man’s pants as the robbers flee the travel agency in Droylsden, northern
England, according to police. Gusty winds then scatter the bills in the street
and foil attempts to collect it. Greater Manchester Police released footage of
the bungled getaway online. “This duo threatened innocent people working
in the travel agents and should know their actions are utterly unacceptable,”
Detective Constable Phil Scargill said via a statement. “They took every step
to secure the money in the shop, but left the stolen notes in their wake as they
fled from the scene,” Scargill added. It’s unclear how much money was stolen,
or whether any was recovered.
Here’s a volatile combination: nudity, guns, drugs and pizza. At least for Phillip Engle, the 27-year-old man who found himself in a not-so-happy situation
at Happy’s Pizza in Muskegon Charter Township, Michigan. Engle, who lives
next door, allegedly showed up at the pizzeria wearing just a towel with his
three young children in tow. According to the police incident report, Engle was
carrying a gun, and he used it to bang on the glass door until it shattered. The
gun then allegedly discharged, and police found a bullet casing lodged in the
door’s metal frame. Officers who responded to the scene say they found Engle
on his porch with a handgun. He threw the gun in the yard when ordered to
drop it. Later he told them that he had three loaded guns in his home, which
they confiscated for safekeeping. An employee at Happy’s Pizza told an officer
from the Muskegon Township Police Department that when Engle was at the
shop, he yelled, “No one will help me,” and “No one will feed my kids!” He also
allegedly said, “I’m trippin’ out!” Engle reportedly told police that he had earlier
consumed four hits of LSD. One of Engle’s young children told officers that
her father had also shot the dashboard of their car because it wouldn’t stop
beeping. They found a spent casing on the dashboard and what appeared to
be a bullet hole. According to Fox 17, Engle’s wife said she took out a personal
protection order from him. Engle was arraigned on four misdemeanor charges:
malicious destruction of property worth $200 to $1,000, careless discharge of
a firearm, reckless use of a firearm and possession of a firearm while under the
influence.
Imagine if Walter White of “Breaking Bad” had driven around wearing a hat
that read, “Meth.”
A man was sporting a beanie with the word “Weed” on it when he was pulled
over for a lane change no-no near La Pine, Ore. When the trooper explored
further, he found 6 pounds of weed worth $15,000 hidden in the car, according
to a police news release. Now, instead of a routine traffic violation, 32-year-old
Ali Reza Tabibnejad, of Missoula, Mont., faces charges of unlawful possession
and delivery of a controlled substance. This wouldn’t be the first case of a
suspect graphically telegraphing a crime. When Bryan Wendler, of Marathon
County, Wisc., was arrested on charges of drunken driving last year, he wore a
T-shirt that read, “Been Drinking? Free Breathalyzer Test: Blow Here.” An arrow
pointed at his crotch.

a friend indeed
Two men were arrested after they allegedly
broke into a man’s home and took several
backpacks filled with stolen property from the
residence on April 20.
According to the affidavit, a Miami officer
was dispatched to a burglary in progress in
the 100 block of H NW. When he arrived on
scene, other officers had the suspects apprehended in the 100 block of J NW.
The officer spoke to the victim, who said
he had court earlier that morning. Miami man
Michael Beau David Gaylor, 27, offered to let
him use a bike. Gaylor brought the bike to his
house around 8 a.m.
The victim was at the courthouse when
his daughter texted him and asked where he
was. The man didn’t reply, but said he now
believed she was trying to contact him because she knew his house was being burglarized. He told the officer that when he arrived back home, he saw
Gaylor and a 17-year-old leaving his house carrying multiple backpacks. The
man called 911, and Gaylor and the teen dropped the backpacks and took
off running.
When officers arrested the men, they found a bottle of pills on Gaylor’s
person.
The teen told police that he was at the victim’s daughter’s house when
Gaylor asked him to carry some stuff he left at the victim’s home. When they
arrived at the house, Gaylor told him to wait outside.
The teen watched as Gaylor broke into the house through the back door.
He emerged a few moments later with several backpacks. He said as they
were leaving the property, the victim started chasing after them.
Gaylor is being charged with burglary in the second degree, possession of
stolen property and possession of controlled dangerous substance. His bond
was set at $11,000.

26 | MAY 2018 OTTAWA COUNTY Presumed Innocent Until Proven Guilty
around the state
Custer County -- Saturday, April 7th, 2018,
a Clinton Public Schools teacher and her husband drove to the Clinton Police Department
where she confessed to having a sexual relationship with one of her 15-year-old students.
The Clinton Police Department requested
OSBI special agents assist with the investigation. OSBI agents interviewed Keri Hoffman,
35, and collected the information about the
crimes. Hoffman used Facebook messenger
to communicate with the teenage boy and
to set up locations for sexual contact. She
admitted to having sex with the boy numerous times since March 30, 2018, inside her
car in Washita County and inside her father’s
detached garage in Custer County. Hoffman went on to say that she took a
group of students to the Capitol to participate in the teacher walkout. The victim was part of that group. Hoffman picked him up first and dropped him off
last, having sex with him each time. After an OSBI special agent interviewed
the victim, agents arrested Hoffman at 329 N. 24th in Clinton and booked
her into the Custer County jail. She is being charged with Facilitating Sexual
Conduct or Communication with Minor by Use of Technology, which carries
up to 10 years in prison or up to a $10,000 fine; two counts of Second Degree
Rape, each carries up to 15 years in prison; and with Pattern of Criminal Offenses, which carries up to 2 years or a fine of up to $25,000. Her bond was
reduced to $30,000.
