PRIM BUT NOT PROPER
Enid man Wallace Dwayne Prim, 59, is facing
three charges related to rape after he allegedly
assaulted a woman on March 25.
According to reports, a woman reported to
the Enid Police Department that she was sexually assaulted. The woman said she met Prim
at a convenience store on March 24.
The woman, who reports state has a mental
disability, told the man that she needed a place
to stay.
In response, Prim gave her an alcoholic beverage and offered up his home. He told the
woman that she could stay at his house, located in the 2400 block of East Pine. The woman left with Prim in his vehicle.
When they arrived at the man’s residence, Prim told her he had guard
dogs. He also asked her if she wanted to smoke some marijuana, but instead, Prim showed her a white rock substance and told her to smoke it.
The woman smoked the substance. She told police that it made her feel
numb, and she started to pass out on a mattress in the living room.
Prim started to assault her - the woman said she was uncomfortable,
but unable to speak.
After the assault, Prim went back to the convenience store. The woman tried to leave, but she said she had a hard time moving around. She
couldn’t leave through the back door because of the man’s dogs, and the
front door was tied shut and had knives stuck in it.
The woman decided to lie back down. Prim shook her awake. He gave
her a glass pipe with a white powder substance. The woman said she
smoked the pipe because she felt uncomfortable. She fell back asleep.
When she woke up later that day, Prim again assaulted her and raped
her.
The woman told Prim that she felt like she was dying. He told her to drink
some water. When she explained that she needed to go get checked out,
he untied the front door and let her leave.
When officers tried to speak to Prim, the man seemed intoxicated and
had trouble staying awake.
Video surveillance from the store showed the two talking and later leaving together in Prim’s silver car.
Prim is being charged with rape in the first degree, sexual battery, and
rape by instrumentation. His bond was set at $150,000, and he is scheduled to appear in court on April 25, 2022.

Agents from the Oklahoma State Bureau of

Gibbs had sent him nude photos and requested nude photos of him be sent to her.
Gibbs was arrested this morning at her Holdenville home without incident.
She is currently in the Hughes County Jail facing the following charges:
• Rape in Second Degree (two counts)
• Solicitation of a Minor (two counts)
• Lewd or Indecent Proposal to a Child (two counts)
• Displaying of Material Harmful to Minor (two counts)
• Violation of the Oklahoma Computer Crimes Act (two counts)
If you suspect a child is being sexually abused or exploited, contact the

in Alva.
According to an Oklahoma State Bureau of Investigation (OSBI) press release, the OSBI is assisting the

Just after 10 p.m. on Friday, April 1, 2022, the
Woods County dispatch received a 9-1-1 call reporting a stabbing at 20 Locust Street in Alva. The Alva

12 | APRIL 2022 WOODWARD COUNTY Presumed Innocent Until Proven Guilty
A 41-year-old Woodward man allegedly broke
into a building and tried to steal some stuff on
March 28.
According to reports, neighbors saw a man, later identified as Thomas Eugene Hoffman, walking around a building on State Highway 34, going through stuff. He then left and started walking
along the highway.
A Woodward County deputy found some electrical wire that someone had dragged across a
field near the building. It was placed on each side
of the property’s gate.
Hoffman was later arrested.
Hoffman is being charged with burglary in the
second degree. Hoffman is also being charged with two felonies from earlier this year, including larceny of an automobile and bringing contraband
(meth) into jail. The total bond amount for all three cases is $16,000.
He is scheduled to appear in court on April 12, 2022.

14 | APRIL 2022 KINGFISHER COUNTY Presumed Innocent Until Proven Guilty
We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
Thank you and God Bless
